Growing competition from China is spurring German machinery makers to reassess how to preserve an edge that has made their industry a linchpin of the country's export-driven economy, the Wall Street Journal reported. Chinese rivals are gaining ground in their home market, unnerving German producers about the competitiveness of a sector that accounts for 7% of the German economy. "Germany needs to focus on quality and innovation because when it comes to mass-market machinery, China will soon have the upper hand," says Bernd Reitmeier, a former member of the German Chamber of Commerce in China.

Part of the Yangtze River has been closed to shipping because of a drought, China Daily reported. Water authorities in Hubei decided Wednesday to close the middle reaches of the river because of low water levels between the city of Wuhan and Chenglingji in Yueyang city. The severe drought, the 1st seen in the past half century, has kept the water level in the Yangtze the lowest since 2003, when the Three Gorges Dam went into operation. The shallow water conditions will continue to impede traffic until June, despite heavy rain that is expected this month and the partial opening of sluice gates in the Three Gorges Dam.

The neediest Japanese victims have yet to receive aid 2 months later after the March 11 quake and tsunami that left nearly 25,000 dead or missing, Reuters reported. "The biggest problem is that those who should be receiving the money cannot be identified, as more than 10,000 people are still missing, resident registrations are gone and the administrative functions at the periphery are not working," said the Japanese Red Cross. The Japanese Red Cross Society has so far collected a record 174b yen ($2.2b) in relief money.

South Korean police are looking into 2 explosions in Seoul, which occurred one after another Thursday morning, Yonhap News Agency reported. An object suspected to be a butane gas can exploded in a storage locker and caused a fire at Gangnam Express Bus Terminal in southern Seoul at around 11:55 am, according to police. The explosion did not cause any fatalities. The explosion came after another blast happened at Seoul Station in central Seoul at around 10:50 am.

India's ruling Congress party reacted with fury after police arrested its heir-apparent Rahul Gandhi as he took part in protests by farmers against the construction of a highway in opposition-ruled Uttar Pradesh state Wednesday, Reuters reported. The 40-year-old Rahul is scion of the Nehru-Gandhi political dynasty and son of Congress party president Sonia Gandhi. NDTV reported that farmers were paid a little over 800 rupees ($18) per sq m for the land. That same land was sold to developers for 3,200 rupees a sq m and resold as residential plots for 14,000 rupees a sq m. "I feel ashamed to call myself Indian after seeing what has happened here. The (state) government here has unleashed atrocities on its own people," Rahul said at the protest site.

A suspected cannibal was arrested in Slovakia after his "dinner guest" changed his mind and alerted police, the Daily Telegraph of London reported. The would-be victim from Switzerland answered an Internet advert from the 43-year-old man seeking a person who would agree to be killed, cooked and eaten. He claims he thought the offer was nothing more than a "macabre fantasy game". But after telephone conversations with the unnamed man, he realized he was "deadly serious", he said. Slovakian police sent in an undercover officer posing as the victim in a sting operation and caught the suspected cannibal.

A row over how to respond to ever-shortening school skirts is brewing in South Korea, BBC reported. A local education board in Gangwon Province has announced plans to place boards in front of all school desks, to make female students more "comfortable". The move will cost around $700,000. A survey has showed school hemlines have reportedly risen 10-15cm in the last decade. The Teachers' Federation, however, condemned the refurbishment as a waste of money, saying the matter would be easily resolved by enforcing the rules on school uniform.
