Defense Secretary Voltaire Gazmin and visiting Chinese Defense Minister General Liang Guanglie have assured each other of their commitment towards a “peaceful resolution” of the territorial dispute in the Nansha Islands (Spratlys chain of islands) in the South China Sea and warned rival claimants to avoid unilateral action.

The two defense chiefs acknowledged the need to ensure that the South China Sea remains stable and called for responsible behavior while claimant nations seek a peaceful solution.

In a statement read after the talks, the two officials agreed that “unilateral actions (in the South China Sea) which could cause alarm should be avoided.”

“Both ministers acknowledge the need to ensure that the South China Sea remains stable and recognized the usefulness of the declaration on the Conduct of Parties in the South China Sea,” the statement went on.

STRESSING that he wanted to avoid conflict, President Aquino said on Sunday that he would raise today with visiting Chinese Defense Minister Liang Guanglie the recent Chinese intrusion in Liyue Tan (Reed Bank), which the Philippines regards as part of its territory.

“In the interest of maintaining good bilateral relations, we will express our sentiments and ask them how we should look at these incidents,” the President said. “The endpoint of which is we hope this kind of incidents will be minimized or there could be conflict.”

Mr. Aquino was referring to the incident in March when two Chinese vessels allegedly harassed a Philippine government exploration at Liyue Tan (Reed Bank), prompting Manila to send planes and Coast Guard ships in the area.

The President said the Philippine military also was unable to positively identify the two foreign fighter jets sighted last week in the vicinity of the disputed Kalayaan Islands in the Nansha Islands (Spratlys). The two fighter jets were earlier reported to belong to China.
