West urge supports of China and Russia towards Syria sanction

Syrian forces killed 24 people on the first day of the Muslim holy month of Ramadan, a human rights group has said.

The London-based Syrian Observatory for Human Rights said most of the deaths were in the central city of Hama, the target of a heavy military operation since Sunday.

Protests escalated on Monday, the first day of Ramadan, when Muslims fast from dawn to dusk.

The Arab League has been largely reticent on the situation in Syria, which unlike Egypt and key Gulf Arab states is allied with non-Arab Iran.

Moussa, who steps down this year, said Arab states were trying to agree on a common position regarding Syria.

The Arab League paved the way for NATO military strikes on Libya in March when it asked the UN Security Council to impose a no-fly zone on the North African Arab country to protect civilians caught up in the rebellion against Muammar Gadaffi’s rule.

But most Arab states have yet to take a position on a Franco-British proposal, opposed by Russia and China, to have the Security Council condemn Assad’s domestic crackdowns.

Russia urged Syria on Monday to immediately stop the use of force and repression against civilian protesters, in its strongest criticism yet of the government's crackdown on demonstrations.

The foreign ministry in a statement expressed "serious concern" after activists said Syrian security forces killed nearly 140 people Sunday in one of the deadliest days in more than four months of anti-regime protests.

To back up the point, Russian Deputy Foreign Minister Andrei Denisov later made clear Moscow's anxiety in telephone talks with Syrian Foreign Minister Walid Muallem, the ministry said.

Moscow strongly urged Syria, for decades one of its leading allies in the Arab world, to stop the use of force while also calling on the Syrian opposition to refrain from attacks against the authorities.

"The use of force against both peaceful civilians and representatives of state structures is unacceptable and should be stopped immediately," the foreign ministry said.

"We are calling on the Syrian government and the opposition to demonstrate the utmost restraint, renounce provocations and repressions and observe the rule of law and respect for international human law."

Russia called for the start of "responsible and substantial all-encompassing dialogue" that would include the interests of all Syrians.

Together with China, Russia, which holds veto power on the UN Security Council, has persistently blocked a Western-drafted resolution on Syria, to the irritation of other world powers.

Moscow has repeatedly stressed that it was firmly opposed to foreign interference in Syria and believed its regional ally could find a political solution to its crisis.

It was not clear if the explicit criticism of Bashar al-Assad's Syrian regime would now result in a shift in the hitherto rigid Russian position at the Security Council.

The foreign ministry said Denisov told Muallem it was necessary that the violence stops immediately and dialogue takes place to solve the country's problems.

US President Barack Obama and European leaders condemned the pre-Ramadan crackdown as Germany and Italy called for an urgent meeting of the UN Security Council.

A meeting could be held later on Monday, but such a move could reopen bitter divisions within the council, which has not yet been able to agree even on a statement onAssad's crackdown against opponents.
