　　A provincial government in Russia has taken strict measures to enforce what civil servants are permitted to wear。

　　According to a report Friday by the New Izvestia newspaper, thegovernment of Ulyanovsk believes that some casual cloth-ing in theworkplace, especially some female civil servants’ miniskirts and low-cutoutfits that show the neck and shoul-ders, have severely hurt thegovernment’s image。

　　So the government wrote new dress codes for civil servants. Formales, they must wear a suit with a different shirt everyday. They alsohave to shave and wear short hair, and no jewelry is permitted exceptfor wedding rings。

　　For females, strong perfume, fingernail art, over-exposing dresses,jeans and high-heels are forbidden. Plus, blouses should be secondarytint. Violators will be punished sharply or fired。

　　Such regulations have aroused dissatisfaction among Ulyanovsk civilservants. One considered it an infringement on his human rights. "Ihave no money to buy anything new if my old clothes fail to meet therequirement," he said。

　　A parliamentary lawmaker in Ulyanovsk named Gennady Budarin said,"Wearing jeans is not a big deal if it does no harm to work. What towear is one’s personal preference."

　　Professor Alexander Kruglikov at Ulyanovsk State University said,"There is no need to ask everyone to wear uniforms, and a proper dressshould be fine. Wearing (low-cut outfits) to see the governor of thestate is surely inappropriate. It is a matter of artistic appreciation."

　　俗话说“穿衣戴帽，各人所好”，但为了维护政府官员的形象，俄罗斯乌里扬诺夫斯克州对公务员的着装做出了严格规定。

　　据俄罗斯《新消息报》5日报道，乌里扬诺夫斯克州政府认为，目前，有些公务员工作时着装过于随意，特别是一些女性，穿超短裙和过于暴露的服装，严重损害了政府形象。为此，该州政府规定，男性必须着西装，每天换衬衫，刮胡子，禁止留长发。同时除结婚戒指外，男性不能佩戴任何珠宝等饰品。而女性禁止使用气味浓烈的香水、美甲及穿着过于暴露服装，衬衣只能是柔和的颜色，牛仔裤和高跟鞋也在禁止之列。违反着装规定者将会受到严厉惩罚，甚至有可能被开除公职。

　　这一规定引起了该州公务员的不满。一名公务员表示：“州政府这一规定侵犯了人权。如果说我以前买的衣服不符合着装规定，那我现在可没钱再买新衣服了。”乌里扬诺夫斯克州杜马议员根纳季?布达林表示，“公务员穿牛仔裤上班并不是什么大不了的问题，只要不影响工作。穿什么是个人所好”。乌里扬诺夫斯克大学教授亚历山大?克鲁格里科夫说：“我认为，没有必要规定所有人都穿制服。只要公务员穿着得体、别袒胸露背去见州长就行。这是一个人的文化素养问题。”
