A suicide bombing and car bomb attack subsequently targeted the provincial council compound in Baquba City, the capital of Iraq's eastern province of Diyala, breaking out fierce fighting with Iraqi security forces, police said.

The attack occurred after a suicide bomber blew up his explosive belt inside a checkpoint at the entrance of the provincial council compound in central Baquba, killing at least three people and wounding more than 10 others, an Interior Ministry source told Xinhua on condition of anonymity.

A car bomb detonated after the suicide blast outside the compound and was followed by the attack of undetermined number of gunmen who broke into the compound in an attempt to seize the provincial council building, the source said.

A source from Diyala's operations command earlier told Xinhua that the attack started with a car bombing at the entrance then followed by the attack of dozens of gunmen using machine guns.

He also said that fierce clashes erupted between the militants and Iraqi police and army forces guarding the compound.

"Many employees inside the compound have been surrounded and there was no communication with them so far," the provincial source said.

Iraqi security forces are surrounding the compound and blocked all the roads leading to the center of the city of Baquba, some 65 km northeast of Baghdad, the source said.

Diyala province, which stretches from the eastern edges of Baghdad to the Iranian border east of the country, has long been a stronghold for al-Qaida militants and other insurgent groups since the U.S.-led invasion of Iraq in 2003 despite repeated U.S. and Iraqi military operations against them.
