Central government departments and central organizations of the Communist Party of China (CPC) held a conference on Tuesday, where they pledged to set an example for the rest of the country by strictly controlling and reforming government spending.

Premier Wen Jiabao sent a message to the meeting in which he said "our goal is to create a clean and economical government."

Central government departments and Party organizations should take the lead by minimizing government spending on overseas state visits, the procurement and management of government vehicles and state guest receptions, said Wen, who is also a member of the Standing Committee of the CPC Central Committee Political Bureau.

State councilor Ma Kai also attended and addressed the conference. He urged central government departments and Party units to "seriously study and implement" Wen's suggestions.

Strict measures must be adopted in order to control and minimize wasteful expenditures in the three areas specified by the premier, Ma said.

Ma called for efforts to conserve electricity, water and oil used by central departments, as well as efforts to curb the excessive construction of government buildings and restrict the number of government employees.
