Libyan opposition says to form interim gov't after Gaddafi's fall

Libya's opposition National Transitional Council (NTC) will establish an interim government within one month after the fall of Muammar Gaddafi's regime, a NTC spokesman said Sunday.
NTC spokesman Abdel Hafiz Ghoga, who emphasized the opposition's readiness for the post-Gaddafi era, said the NTC will also form a specific organization to work out a draft constitution in three months.
After the draft is issued, the whole country will be divided into a certain number of electorates, and a parliamentary election will be held, he said, adding a presidential election will be conducted afterwards.
The spokesman said all those tasks will be finished within 15 months after Gaddafi's fall, and the NTC will end its mission after the presidential election.
On Friday, Gaddafi, in an audio message, said his leadership is based on the Libyan people, not himself, and will not collapse under NATO attacks.
NATO has carried out intensive air strikes against the Gaddafi camp since March 19, and the strikes have significantly refreshed the opposition's ground offensives against Gaddafi.
