现在的中国看起来很美，生态问题好转了，煤矿事故好点了，水灾旱灾也不那么严重了，经济上独立的金融体系框架基本构建完毕，军事上独立一体的军工体系装备越来越完善，边疆海防也相对稳定，海外利益链条也一直按部就班照常运转，美国的航母也不来黄海了，对了，就是最近的食品安全成了大家和媒体关注的焦点，问题层出不穷，看来国家不是这里出点事，就是哪里出点事，所以说构建国家一体化的快速预警判断响应机制势在必行。

那么如何构建国家级响应的预警判断机制呢？国家的出事原则咋样把握，什么情况下是准出事，什么情况下是推断出事，什么情况下是必出事，这样的分寸如何把握，这里老军001出一个很现实的主意，就是利用现有条件打造国家级快速响应机制，现在我们可以办到。

我们不是有北斗系统吗，北斗系统不是有短消息功能吗，那么这样就好了，老军001的主意就在里面了，我们先是把每一个北斗终端适当分配给军事，经济，外交，金融，生态，矿山，边海防，国家安全部，大型国有关键企业，海外企业集团，运输船队，地震等自然灾害部门，还有最近大家关注的食品安全等领域，就是把国家原来的响应机制各个链条重新规划，用北斗终端消减中间的响应环节，从来达到快速的目的，再有就是在北斗地面中心站附近，再修建一个国家计算机预警响应机制系统，把各个部门系统的安全员上发的问题给建库，建设各个级别的问题库，譬如煤矿的问题纳入煤矿，食品安全的问题纳入食品问题，边海防问题纳入海防问题，海外利益，金融安全问题纳入经济安全等，这样国家出事预警响应机制就比原先快速很多，当然一开始，原先的响应系统还是要保留的，采用双轨制运行，但是经过运转之后的磨合几年，就可以精简或者改革我们的国家预警判断机制架构了，当然不管怎么改，人工情报预警还是要保留的，从这点看，这是技术进步促进我们改革，是势在必行的。

   当然，我们与北斗中心站接口的计算机预警响应系统还要具有专家诊断系统，什么样的情况算是准出事级别，什么情况算是推断出事级别，什么样的情况算是必出事级别，与中心站接口的管理系统要有预警级别分析，这样我们就好处理国家大事了，国家也能第一时间掌握最近的一手资料，也好随时处理及时响应。
