先谈之一，军备竞赛问题。

一谈起军备竞赛，人们不免想起美苏争霸时代，尖端武器和军事理念，翻着花样的出现，就是美国现在拿着吓唬人的导弹防御系统，理念也来自那个军事变态的时期，还好美苏争霸最后分出胜负来了，以苏联的解体而告终，当然苏联解体的原因是全方位的，有军事的，经济的，政治的，还有内部体制的问题，当然还有外部势力捣乱的结果，所以不能把苏联解体全部归功于美国军事竞赛的成功，但是也可以说是军备竞赛助长了苏联的解体。

现在的中国的已经是世界第二经济体，国土面积上与美国不相上下，大都是960万平方公里的面积上下，而且都处于地球温带区，是天然的风水宝地，军事上独立一体，成系统，成体系，这也是美国一些人把中国列为顶替苏联形成新冷战思维的原因，现在可以说，有了新冷战思维的惯性，谁能主导未来世界发展的大势呢？这都是老军001要触及的问题，总之争取中国军事发展惯性不落俗套，不走美苏对抗模式，不搞全面对抗，让未来我们有更多的资金来全面发展，不让军事发展成为制约中国全面发展的一个累赘，这样才能在未来博弈中占有先手，那么如何进行军备竞赛呢?这里老军001谈点成理论体系的看法。

一个军事装备体系的发展是受军事理论和科技发展制约的，就拿信息化装备来说吧，是受C4ISR指挥系统控制关键节点的，什么样的装备是二级节点装备，什么样的装备是三级节点装备，都有一个装备习惯，就拿空军战机来说吧，预警机就是C4ISR关键装备的二级节点，是能倍增战斗力的地方，还有陆军中的坦克也能使信息化装备成为军事指挥系统二级节点，当然坦克也是进攻的好手，所以要重点研发，老军001的意思就是说 ，凡是涉及信息化装备二级节点装备的，而且具有倍增战斗力的地方我们就与美军展开全面竞争，其他的不太关键的我们就放一放，这样我们就避免像美苏争霸时期那样的全面对抗了。

一句话的说，关键手段我们不差，持平或者超越就行了，这样在军事对抗中我们就不落伍了。还有关于战略轰炸机的那一套东西，我们没有必要像美国那样发展，b52,b1,b1b,b2那样全面发展，我们只要有重型一种战略轰炸机就行了，而不在乎是否是隐身还是不隐身，因为现代战争对付隐身的手段很多，已经不足与说是否隐身就是成倍效提高战斗力的东西。

等等，这样我们就能把剩下来的钱来重点发展新概念武器，发展大杀器，新概念武器不落伍了，我们反而占据了军事上的主动，这就使我们走出了军事对抗新冷战思维的误区，我们不落俗套，独自一体，自立发展，这样我们也就消灭了军备竞赛这个敌人。
