Exactly what the United States' AirSea Battle concept for the western Pacific is about is for now, anyone's guess. The little information that has been so far released by the Pentagon points to it as being anything from a Cold War-like strategy to counter China's rise to a blueprint for better managing resources under shrinking military budgets. Whatever it represents, though, there is no doubt it is causing concern in Chinese military and political circles, raising levels of mistrust. This would not be the case if a meaningful strategic dialogue was in place.


Parts of the proposal that have been revealed indicate an effort to fully integrate US air and naval forces. The objective, as stated in the Pentagon's quadrennial defence review, is to ensure that weapons and systems can defeat "adversaries equipped with sophisticated antiaccess and area denial capabilities".


China and the US contend that there is no chance of another Cold War. President Hu Jintao and his American counterpart, Barack Obama, hailed a new era of friendship after their summit in Washington in January. But rhetoric and reality are not one and the same in the western Pacific, where there is constantly a chance of a mishap between the Chinese and American militaries. Both are watching one another nervously while jockeying for strategic advantage.

The Chinese-American relationship is driven by economic interests, so it is hardly surprising that it is in this sphere that ties are best developed. Regular talks take place on a range of trade and financial issues, while delegations constantly criss-cross the Pacific. Military relations are on an on-off-on again basis, generally being the first to suffer when other aspects of relations sour. That has meant that they are at best low-level, at worst, non-existent.


Military ties are only now returning to what passes for normal after Hu's trip and one to Beijing the week before by US Defence Secretary Robert Gates. The pledges of co-operation and for co-ordination that were made ended a year of diplomatic uncertainty. Exchange programmes had been suspended by Beijing to protest against Washington's promised arms sales to Taiwan.  China halted relation with US in 1999 after the US bombing of the Chinese Embassy in Belgrade, while the US severed all military ties two years later after the collision of planes near Hainan Island.


It is not a record that allows for easily putting the past behind and starting afresh. Yet only through increasingly higher-level military exchanges can there be greater trust in all aspects of the relationship. Explaining military developments and why they are necessary will ease concerns and fears. To keep secrets and not be transparent will exacerbate tensions.

China has every right to upgrade and improve its military capabilities. The US is not going to downgrade its presence in the region, nor do its Asian allies want it to. In the circumstances, there has to be better understanding of intentions and enhanced co-operation. Treating military ties as an integral part of the relationship, not a political football to be kicked at will, is essential.(SCMP)
