Beijing's pledge to rein in lavish spending has been thrown into doubt yet again amid a public outcry over two recent scandals of public money being squandered by China's biggest charity and a major oil  company.


A district branch of the Red Cross Society of China in Shanghai was  revealed by internet users and mainland media to have spent 10,000 yuan (HK$11,900) on a meal at an upscale restaurant.


An invoice, made out to the Red Cross in Luwan district dated February 28, showed the dinner cost 9,859 yuan, or about 580 yuan a head, far exceeding the spending limit of 150 yuan per person for official meals, according to The Southern Metropolis News on Friday.


Red Cross officials were quick to deny on Saturday that the expense had anything to do with public donations managed by the country's biggest charity. It said an internal investigation into the scandal had been launched, but few people appeared to have been convinced.


"How can an outsider tell whether the misspent money is from the group's own budget or our donations? And who knows how much money has been squandered by them?" one internet user asked on the social networking site Weibo.


Ding Shuo , an official at the Red Cross headquarters in Beijing, said the 17 people involved had been required to foot the additional 7,309 yuan for the meal and promised to step up scrutiny and disciplinary efforts.


It was not the first time the Red Cross has been involved in misspent public money and corruption.

In the wake of the massive earthquake in Sichuan in 2008, the charity was accused of graft, lack of transparency and other irregularities in distributing private donations of nearly 6 billion yuan.


Although such charges have seldom been upheld by government  investigations, it is widely believed that the organisation has constantly failed to subject its management of donations to public supervision.



Public were even more angry this time because Red Cross is supposed to be a charity that stands for honest, transparent and reputation. One netizen even questioned that :“What you eat is rice or blood?”

In another scandal revealed last week, the Guangdong branch of Sinopec, China's biggest supplier of petrol, spent more than 1 million yuan on vintage wine and bottles of the prestigious spirit Maotai in  September.

Publication of the invoices sparked public anger, especially at a time when fuel prices were at a record high after the government raised prices twice this year.

Lu Guangyu , general manager of the Guangdong branch of China Petroleum and Chemical Corporation, has been suspended from duty, according to Xinhua. But that is not the first time the oil giant, which is notorious for high fuel prices, has drawn attention for  extravagant spending. Two years ago Sinopec spent more than 1 million yuan on a giant chandelier for one of its office buildings.


Premier Wen Jiabao has repeatedly lashed out at wasteful spending as a source of corruption and widespread public discontent since he took office in 2003.


In a speech last month, he attributed escalating grievances about official corruption to the country's political system, which did not allow for public and media supervision.


Analysts have long contended that without proper checks and balances and greater transparency, talks about reining in extravagant spending and corruption seldom turn into action.

Respnsibility & Accountibility

These are unacceptable scandals.  There must be follow up actions.  What do the respective authorities plan to do to ensure that such abuses and betrayal of public and fiscal trust never happens again?  Who is the approving authority, the person responsible for approving payment for the 9859 yuan dinner?  What is his name?  Is he the CEO?  Who is the person responsible for signing for the invoice?  What is his name and  position? The Red Cross is a society.  Does China have or do not have a Society Act legislating the accountability of a Society like the Red Cross?  I 'd like to know if there is, then there must a requirement for a detailed annual audited financial reports.  Have these been published since the Sichuan earthquake?  If not, why?  Who is the CEO or President?  Who are on the Board of members?

As for SinoPec, who is Lu Guangyu's immediate superior?  Why did he authorize payment of such scandalous and frivolous items?  Is he in cahoots with Lu to skim tax payers' money off the company?  Give me the name of this superior.  With greater authority comes greater responsibility.   Lu Guangyu suspended only?  He and his boss should be sacked.  You don't have to be a rocket scientist to know something fishy is afoot.  And believe you me, leopards never change their spots.  What are the procedures and controls now put in place?  The public wish to know, since this is a SEO, a corporation capitalized with tax payers' funds.

Yes, they should have a sense of social responsibility! But to the contrary, the Guangdong branch of State-run petroleum giant Sinopec is attempting to find the identity of the insider who post the invoice online……
