Xinjiang follows Hu Jintao's lead on rapid development

The Standing Committee of the CPC Committee of Xinjiang Uyghur Autonomous Region convened an enlarged meeting on the afternoon of Aug. 5 to study the important instructions from General Secretary Hu Jintao and other top leaders. 

The participants aligned thinking, discussed measures for improving work and maintaining regional stability, and agreed that Xinjiang needs to follow Hu's instructions to achieve "leapfrog" development and lasting stability, according to an Aug. 6 report on tianshannet.com, a regional news portal. 

Xinjiang is a border region located in northwestern China. The region's economic development, ethnic issues and border disputes have long been closely linked to the country's overall development. It is an important yet essential task to promote Xinjiang's development on the basis of national and regional peace and stability. 

Since the CPC Central Committee and the State Council held a work conference on Xinjiang's development from May 17 to May 19, 2010, the region has achieved impressive progress in various fields. Fully aware of the importance of promoting Xinjiang's development, the Party and the Chinese people will make greater efforts to promote the social and economic development in the region under new circumstances and to ensure lasting peace and stability for local residents. 

The Party Committee and People's Government of the Xinjiang Uyghur Autonomous Region confirmed in the beginning of 2011 that the year of 2011 would be "a year of building up the people's livelihood." They have also published their worksheet of 100 practical tasks in 12 areas to improve the people's livelihood. 

Aimed at raising the degree of satisfaction and happiness index of the people of various nationalities living in the autonomous region, they will focus on implementing various measures for improving the people's livelihood on and focus on solving the problems about which the people have raised criticism fiercely for a long time. The autonomous region will base itself on realities, regard the work of improving the people's livelihood as the priority, and arrange and solve one by one the livelihood issues that the people of various nationalities have waited a long time to be solved.

The question of "how to view it" belongs to the realm of understanding social issues, and the question of "how to do it" belongs to the realm of methodology and means giving good suggestions for solving livelihood issues. 

How an official should regard the current livelihood issues is important because it is a precondition. If an official could not comprehensively and objectively understand the issues, the official will not be able to propose practical and reasonable solutions without doubt. However, if an official only knows how to view the issues, not only social contradictions will not be solved but also they will accumulate and ultimately produce an unbearable pressure on the society. 

How to address livelihood issues is a realistic issue and an effective approach to ease social contradictions and social trauma. A saying goes, "A small leak will sink a great ship." Addressing livelihood issues is to find a way to keep a minor illness from developing into a serious illness. The livelihood issues cannot be resolved without taking into account how to address them. 

Therefore, the Party Committee and government of the Xinjiang Uyghur Autonomous Region have focused directly on how to address livelihood issues when dealing with the region's development issue. This has virtually furthered the efforts to accomplish the mission of exercising state power for the people and will surely be welcomed by people from all walks of life. 

It is worth looking forward to that under the instructions of Party Secretary-General Hu Jintao and other leaders, the Party Committee and government of the Xinjiang Uyghur Autonomous Region will further unify their ideological understanding according to the current situation, advance Xinjiang's leap-forward development and long-term stability by adhering to five principles, and continuously promote Xinjiang's development in various respects.
