    Instead of helping solve the stalemate, the NATO military involvement in Libya has made the situation more subtle and confusing since the military offensive was launched last month. Rebels fought see-saw battles with government forces around the strategic oil town and key coastal cities.

    Diplomatic meditation by the African Union to ease the crisis so far has made little progress. Libyan leader Moammar Gaddahfi agreed to accept a ceasefire plan made by the African Union during a meeting with an A.U. delegation in Tripoli on April 10.

    The plan aimed at protecting civilians and ending the hostility, ensuring humanitarian aid for those affected by allied bombing attacks, initiating inter-party dialogues, making joint efforts toward peace, setting up a transitional period, launching political reform and meeting demands by all Libyans.

    An A.U. delegation also arrived in Benghazi on April 11 to negotiate with the National Transitional Council, a political body formed to represent Libya by anti-Gaddahfi rebels, but the four-hour closed consultation ended without agreement. The opposition denied the A.U. ceasefire plan saying it did not specify whether the veteran leader would step down or go into exile, and it went against the will of Libyans living in the country's east. It is clear the opposition would continue to fight until Gaddahfi resigns.

    The African Union did not give up hope though meditation suffered setback. The 53-nation organization said it would continue to help end Libyan crisis. As the largest political organization on the African continent, the African Union has always insisted on peaceful solutions to the crisis in Libya. The escalating violence in Libya, which would be a threat to peace and stability in Africa, touches upon the nerves of all African states.

    As NATO intensifies the aid raid and the offensive, the civilian casualties continue to rise. A humanitarian crisis is underway as the situation there has worsened, which has also put pressure on other African nations.

    According to the U.N. Refugee Agency, some 400,000 Libyan refugees have fled the country since the violence broke out, mostly to neighboring Egypt and Tunis. The "no-fly zone," which aimed at ending violence and protecting civilians, led to just the opposite and resulted in serious consequences. Armed forces can only make international problems more complicated rather than solving the issues.

    South African President Zuma called on parties involved to stop the air raid and give the ceasefire a chance. But unfortunately, NATO turned a deaf ear to the African Union's appeal. As it is well known, African nations should play a decisive role in solving the political crisis in Libya.

    The African Union's ceasefire plan, which expressed the wishes of all African people, was quite constructive. The concerted efforts the African Union has made to seek peaceful solutions to the crisis should be backed and supported. The top priority now is to create conditions for a ceasefire and let it lead the way to final peace and stability.
