China, Russia issue joint statement on major international issues

China and Russia on Thursday issued a joint statement on a broad range of key international issues.

The statement was signed by visiting Chinese President Hu Jintao and his Russian counterpart, Dmitry Medvedev.

Countries of the world have become increasingly interdependent against the backdrop of profound changes and major adjustments in the international situation as well as the emergence of global challenges and regional threats such as the international financial crisis, regional conflicts, natural disasters, proliferation of weapons of mass destruction,terrorism and climate change, said the statement.

The two sides recognize the need to make concerted efforts to effectively cope with such global challenges and threats, it said.

UN, G20 AND SCO

The United Nations has played a key role in international affairs by safeguarding peace, promoting development and multilateral cooperation, said the statement.

Both China and Russia believe that the representativeness of the UN Security Council needs to be boosted and its effectiveness improved, it said.

The two sides support the current inter-governmental negotiating mechanism, in which issues concerning Security Council reform could be discussed openly and fairly, and a package solution based on broadest consensus among UN members could be found, said the document.

Viewing the Group of 20 (G20) as a major platform for international economic cooperation, the two sides appreciate the bloc's efforts to improve global economic and financial governance, said the statement.

The G20 needs to strive to stabilize international financial markets, achieve robust, sustainable and balanced economic growth, reform the international currency and financial regimes and fight trade protectionism, said the document.

China welcomes Russia's proposal to host the G20 summit in 2013 and supports its drive to join the World Trade Organization by the end of 2011.

China and Russia attach great importance to cooperation within the framework of BRICS that groups Brazil, Russian, India, China and South Africa. The two sides appreciate the achievements of the just concluded Astana summit of the Shanghai Cooperation Organization (SCO), said the statement.

The SCO has played an important role in safeguarding regional security, deepening mutual understanding of its member states and promoting practical cooperation, said the document.

China and Russia have agreed to improve the legal instruments of the SCO in facing new challenges and threats, and take concrete steps to combat terrorism, drug trafficking and organized crime, it said.

The two sides will also step up cooperation within the trilateral framework involving China, Russia and India, on global and regional issues, it added.

GLOBAL NUCLEAR AND SECURITY ISSUES

Regarding the construction of a nuclear-free world as a lofty goal, China and Russia agree to attain the goal on the condition that strategic stability is preserved and the security of all countries is not undermined, said the statement.

Issues concerning the proliferation of weapons of mass destruction and their carriers should be settled by political and diplomatic means, following the established principles of international law, it said.

The two countries support peaceful use of nuclear energy provided that nations honor their obligations of nuclear non-proliferation.

The two sides attach great importance to deepening mutual understanding on missile defense. China and Russia believe that threats and challenges posed by missiles should first be handled through political and diplomatic means, said the statement. On missile defense, global strategic balance needs to be maintained, and security concerns of various nations need to be accommodated.

The two sides believe that security of outer space should be guaranteed; conflicts of any forms in outer space should be averted and the openness of outer space should be maintained, said the statement.

In the field of information security, the two countries agree to strengthen cooperation in promoting a code of conduct on international information security within the UN framework.

The two sides agree to push for a common and indivisible space for security in Euro-Atlantic and Eurasia regions, said the statement.

ASIA-PACIFIC REGIONAL COOPERATION

The two sides reiterate that they will make concerted efforts to promote an open, transparent and equitable pattern of security and cooperation in the Asia-Pacific region on the basis of international norms, recognition of the indivisibility of security and interests of different countries, it said.

The two sides agree that the China-Russia strategic partnership is an important factor for peace, stability and prosperity of the Asia-Pacific region. China and Russia have accumulated a wealth of experience in bilateral security cooperation and are willing to share with other countries in the region, said the statement.

The two sides support the strengthening of various multilateral mechanisms of the Asia-Pacific region, and hope that they will complement each other to contribute to peace, stability and prosperity of the region.

The two sides attach great importance to the East Asia Summit and consider it an important forum for Asia-Pacific countries, said the statement.

The two sides support the important role played by the Asia-Pacific Economic Cooperation (APEC) forum in deepening economic and financial cooperation, and are willing to further promote regional economic integration on an open, common, mutually beneficial and non-discriminatory basis, it said.

The two sides will expand collaboration within the framework of APEC, especially against the background that Russia would host the APEC leaders' meeting in 2012. Cooperation areas include the liberalization and facilitation of trade and investment, economic and technological cooperation, regional economic integration, food security and the improvement of transport and logistic systems.SECURITY IN SOUTH CAUCASUS AND CIS COUNTRIES

The Chinese side reiterates its support for Russia's efforts to promote peace and stability in South Caucasus and Commonwealth of the Independent States (CIS) regions in order to defend its core interests, as well as Russia's efforts to promote cooperation and integration in the CIS, said the statement.

The two sides will continue to strengthen cooperation with Central Asian countries in political, security and economic fields, it said.

The two sides point out that the efforts made by Kyrgyz leaders are important to overcome the country's current difficulties, to make the country move forward along the path of democracy and achieve national harmony and economic development. China and Russia are willing to offer necessary help to Kyrgyz people, said the statement.

KOREAN PENINSULA AND IRANIAN NUCLEAR ISSUES

The two sides agree that the nuclear issue on the Korean Peninsula could only be resolved within the framework of the six-party talks. They reiterate their willingness to collaborate closely with the other four parties to resume the six-party talks as soon as possible.

Both sides firmly believe that reducing the intensity of military acclivities in this region will help create the conditions for the resumption of negotiations. The two sides would continue their efforts to establish a multilateral protection mechanism for peace and security in Northeast Asia, said the statement.

Both sides will stick to the principle of political and diplomatic settlement of the Iranian nuclear issue, under which Iran's rights to the peaceful use of nuclear energy would be ensured and at the same time confidence of the international community over the peaceful nature of Iran's nuclear program would be restored, it said.

The settlement of the issue would help Iran and the international community carry out comprehensive cooperation in various fields and strengthen the nuclear non-proliferation regime and international security. Both sides believe that the only correct way to solve the problem is through dialogue and negotiation on the basis of equality and mutual benefit, it added.UNREST IN WEST ASIA AND NORTH AFRICA

The two sides agree that the situation in West Asia and North Africa should be resolved through political dialogue within the framework of law. Countries of this region should carry out comprehensive national dialogue to restore stability and social order, to promote democratic and economic reform, and to resolve differences through peaceful means, said the statement.

The international community could offer constructive support for the restoration of stability in the region. But external powers should not interfere in the internal processes of the countries in the region, it said.

The two sides are concerned about the situation in Libya, said the statement. To prevent escalation of violence, the parties concerned must strictly abide by UN Security Council Resolutions 1970 and 1973 and should not misread or abuse them. The important thing is immediate cease-fire and political and diplomatic means to resolve the Libya problem. China and Russia will continue to work together within the UN Security Council, and support the African Union's mediation initiatives, said the statement.

AFGHANISTAN AND JAPAN

China and Russia support a peaceful, independent, neutral and economically stable Afghanistan, said the statement. They stress that the international community must make efforts to fight drug trafficking in Afghanistan that has posed dire threats to world peace and stability.

The two sides support national reconciliation and reconstruction in Afghanistan, and the transfer of power to the Afghan government, said the statement. Both sides believe that the SCO is an important platform for regional cooperation and the fight against terrorism, drug trafficking and organized crime in Afghanistan.

The two sides extend deep sympathy to Japan over the March 11 earthquake and the ensuing tsunami. China and Russia reiterate their willingness to support the efforts of the Japanese government and people in post-quake reconstruction and economic revival, and will continue to offer necessary help, said the statement.

The two sides attach great importance to nuclear safety. They agree that the nuclear accident in Japan has made nuclear security an important international issue and that the International Atomic Energy Agency should play a leading role in this area, it said.

Hu flew in from Astana Wednesday after concluding a visit to Kazakhstan and attending an SCO summit there.

After his stay in Moscow, the Chinese president will travel to the Russian city of St. Petersburg to attend the St. Petersburg International Economic Forum.
