参与互动(5) 【字体：↑大 ↓小】中新网3月15日电 台湾《旺报》15日刊文说，两岸关系是一种不断探索、不断调适的过程，在这个过程中，须搁置争论，并在经贸发展成效为大多数人所接受时，不失时机建构两岸对话沟通平台，并用协议和法律方式将这些成果加以规范和巩固，为两岸的政治协商和对话创造条件。

温家宝在人大会议中报告对台工作时，除强调要继续推动两岸协商外，还强调要“巩固两岸关系和平发展的基础，增强两岸政治互信”，显示大陆对台政策的先经后政的主旋律依然未变。两岸决策者在“先易后难，先经后政”的战略框架中，找到双方的利益契合点，双方政治关系的发展寓于两岸经济关系的发展中。
用经济政策或手段来缓解政治问题，使双方可以跨过零和式博奕，让两岸关系可以实现稳定发展；只有尽可能地在较短的时间内迅速取得较好的经济效益和较快的经济发展速度，使两岸人民获得看得见、摸得着的实惠，才能为两岸关系的深化和政治关系的发展奠定稳固的基础。因此，两岸以不同的表述方式不约而同地把促进两岸的经贸关系作为切入点，把两岸政治关系的发展寓于经济关系的发展之中。
不过，从两岸关系的发展过程来看，不可能存在纯粹的经贸关系的发展。两岸关系在一定意义上就是从将政治与经济进行一定程度的分离，并通过两岸经贸发展效益来缓解和带动两岸的政治关系；两岸政治关系本身就是两岸经贸关系发展的题中之意。
当然，将两岸政治关系寓于两岸经贸关系之中，并不可能将两岸政治关系淹没于两岸经贸关系之中，两岸绝不可能忽视两岸政治关系的重要性，政治与经济是“一个铜板的两面”。
两岸关系须是一种不断探索、不断调适的过程，在这个过程中：第一，须搁置争论，避免沉沦于冲突漩涡中；第二，以两岸经贸关系的成效做为杠杆，设法以弹性和灵活的方式，赋与双方原则以新的内容，使之适应两岸关系深化发展的要求；第三，在两岸经贸发展的成效为大多数人所接受时，不失时机地建构两岸对话沟通的平台，并以此为基础协商签定两岸文化ECFA，并用双方协议和法律的方式将这些成果加以规范和巩固，为两岸的政治协商和对话创造条件。（李英明）
