Reporters on Jan. 11 at a conference of the Zhejiang provincial oceanic and fisheries bureau were informed that the provincial government will release the first batch of names of uninhabited islands that will be open exploitation in early March.

An official from Zhejiang fishery authorities says all sectors of society are welcome to participate in island development. The official application procedure will start as soon as the government finalizes the development rules.

The right to use an island may be transferred by administrative examination and approval, bidding, auction or public listing.

The uninhabited islands included in the government's development plan mainly are scattered off coast of the cities of Zhoushan, Ningbo, Taizhou and Wenzhou.

Government authorities suspended leasing and development approval to protect the natural environment of thousands of islands in 2007.

The Regulation on the Protection and Utilization of Uninhabited Islands stipulates that the property rights of uninhabited island belong to the nation. The developers must be examined by the provincial government or the State Council for approval.

Currently, there are a total of 2,639 uninhabited islands with an area of 500 square meters or more in Zhejiang Province.
