Political System


The Cook Islands are a self-governing parliamentary democracy in free association with New Zealand.   Cook Islands are fully responsible for internal affairs; New Zealand retains some responsibility for external affairs, in consultation with the Cook Islands. In recent years the Cook Islands has taken on more of its own external affairs and as of 2005 has diplomatic relations in its own name with 18 other countries.


The head of states is Queen Elizabeth II (since 6 February 1952), represented by Queen"s Representative and New Zealand High Commissioner.  Prime minister is the head of the government. Cabinet is chosen by the prime minister; collectively responsible to Parliament.  The unicameral parliament has 25 seats and members elected by popular vote to serve five-year terms.  The legal system is based on New Zealand law and English common law.


Defense is the responsibility of New Zealand, in consultation with the Cook Islands and at its request.


Education System


The Cook Islands has close ties with the New Zealand education system and basically has the same curriculum.  As in New Zealand, education is compulsory for children aged five to 15.  Therefore, there is the expectation that all children in the Cook Islands have access to and complete, at least ten years of basic education.  The government has established schools on all permanently inhabited islands to provide education from Grade 1 to at least Grade 10 (Form 4).  The government provides free education at both primary and secondary school levels and provides some financial assistance for private schools.


The country has a Teachers Training College, a Trade Training Centre, Hospitality and Tourism Training Centre and Nursing School.  The Fiji-based University of the South Pacific maintains an extension centre in Avarua, Rarotonga and provides vocational, foundation and degree courses, some using video links with the Fiji centre.


Population


The total population of all the islands is about 18,000. It is believed that there are a further 37,000 Cook Islanders living in New Zealand and Australia. The Cook Islanders are Maoris, a branch of the Polynesian race.  Polynesians (full blood) 81.3%, Polynesian and European 7.7%, Polynesian and non-European 7.7%, European 2.4%, other 0.9%.

该国也拥有教师培训学校、贸易培训中心、旅游培训中心和护士学校。位于斐济的南太平洋大学在首都阿瓦阿, _|加岛提供职业,基础和学位课程。其中一些课程会运用多媒体技术与斐济中心保持联系。


人口


    所有岛屿的总人口是18,000。居住在新西兰和澳大利亚的库克岛人更有可能达到37,000人之多。库克岛人是毛利人(Maoris)和波利尼西亚血统的分支。波利尼西亚纯血统的有81.3%,欧洲7.7%,波利尼西亚和非欧洲是7.7%,欧洲2.4%,其它0.9%。
