China seeks early establishment of Libyan govt

BEIJING - China on Monday called for an early establishment of the Libyan interim government, as forces of the new Libyan administration stalled their assault on Muammar Gadhafi's hometown Sirte. 

"We hope for the early establishment of the interim government and for the Libyan people to resume their normal lives as early as possible," Foreign Ministry spokesperson Hong Lei said at a daily news briefing. 

His comments came after Libya's National Transitional Council (NTC) unveiled its plan for establishing an interim government. 

Saying Libya has been experiencing significant changes, Hong called on all sides in Libya to follow the NTC's leadership, launch the inclusive political process at an early date, safeguard Libyan ethnic solidarity and national unity and put the reconstruction of Libya back on track. 

Staff members of the Chinese embassy in Libya are returning to Tripoli, Hong said, adding that the Chinese ambassador to Libya will return in accordance with his work schedule. 

The NTC on Monday suffered setbacks on the political front when last-minute haggling over portfolios forced an indefinite delay in announcing a cabinet line-up. 

Mussa Ibrahim, Gadhafi's spokesman, said in a phone call to Syria-based Arrai television channel that loyalist troops have won several battles in the past few days against NTC fighters. 

The commander of the NTC's Al-Qabra brigade, Walid al-Feturi, said on Sunday they were clearing the roads in Sirte for fleeing civilians before launching a new assault on the Mediterranean city, which has a population of about 130,000. 

"The first problem is that there are children and civilians inside, and we don't want to use Grad rockets or heavy artillery," Feturi was quoted as saying by AFP.
