北京44部门公开“三公经费”

去年三公开支近4.4亿，今年三公预算减4000万，明年公开单位将增加

本报讯 （记者蒋彦鑫）继在全国率先公布全市市级“三公经费”总额后，昨日，北京市44个部门公布“三公经费”预决算，每个单位多少辆车、多少人出国，这些以前从未公开的数据得以与公众见面。这也是全国第一个公布“三公”的省级地方政府。

13个部门未纳入此轮公开范围

统计数据显示，此次公布的44个部门中，2010年三公经费决算近4.4亿元，2011年预算近4亿元，减少4000万元左右。

在2010年支出中，出国、公车、接待费分别为近9400万元、3.12亿元；3300万元。

此次公布的44个部门，包括市财政局、审计局，以及其他42个预算单位。今年年初，本市57个部门公开部门预算，这意味着有13个部门尚未纳入此次公开范围。

从公布数据看，44个部门中，共有28个部门2011年预算少于2010年决算 ，16个部门则有所增加。

各部门三公总数额差异大

2010年决算数额中，市教委的“三公总额”排名第一，为13410.63万元，这也是44个单位中唯一过亿元的单位。而最少的则是北京市哲学社会科学规划办公室，仅为43.84万元。

中央财经大学财政系主任曾康华表示，严格来说，看三公经费不能从总量来看，因为每个单位人员数量、工作性质等均有不同，因此金额上必然有差异。

明年公开范围将扩大

今年3月，北京公开了57个部门的部门预算，但此次仅有44个部门公布“三公经费”。对此，市财政局表示，“三公经费”不是独立的科目，统计起来相对复杂，因此今年选择了预算单位中基础较好的一些单位。同时，随着预算公开力度的进一步加大，明年公开“三公经费”的部门将会增加。

■ 背景

尚未公布的“三公”额约6.9亿

此次公布的44个部门中，2010年三公经费决算总额近4.4亿元，而上月底，北京市财政局向市人大常委会汇报去年决算，透露去年全市党政机关和全额拨款事业单位市级“三公”经费财政拨款决算总额为11.3亿。两者相差约6.9亿。

具体来看，44个部门的2010年支出中，出国、公车、接待费分别为近9400万元、3.12亿元、3300万元。而此前公布的全市总额中，因公出国13178万元，公务接待8968万元，公车为91149万元。
