Why not to establish an Int'l Cooperative Committee for anti-corruption?

Current domestic corruptionists are getting "smarter and smarter," seldom of them would put the money under their beds and cause their endless nightmares before getting in the prison. On contrast, usually they would bring the money with them when they run away overseas or just transfer the money to overseas accounts, thus they can "remain at large."

However, their behaviors bring huge damages to national interests as well as the bad reputation for our country's international image.

Then, how to curb the running away overseas of those badger hats effectively? To launch International cooperation on anti-corruption may be one of the most important methods. Recent years, some economic fugitives cannot stay in foreign countries any more just because of the effective international cooperation between China and other countries.


Therefore, for preventing and curbing corruptionists running away to foreign countries, China should strengthen international cooperation as well as domestic prevention at the same time, especially cooperation in extradition from overseas.


Firstly, domestic judicial departments should legislate and complete the Criminal Law consulting series of UN criminal laws and human rights protective principles when doing such cases. Displaying proper law procedures in legislation and enforcement is very important, because it will not only show the respect to UN Convention against Corruption, but also provides no excuses for refusing cooperation from other countries as well as cutting the pressure.


Secondly, it should better to establish a special action committee that is in charging of international cooperation and it should better to have the leading authority over other judicial departments for unified cooperation and coordination.


Thirdly, China should pay enough attention on moving the law obstacles over extradition and explore new ways of extradition. Currently, there are three major channels for hunting down fugitives in our country – to extradite, to arrest through International Police Organization and to seek for regional judicial assistance. However, extradition is not that easy due to some international principles, such as excluding death penalties and political criminals, and the differences on law systems between China and the rest of the world.


In order to bring criminals back to China and give them deserving punishments, China's policies should be more flexible and do some compromises when necessary.


In short, China should warn those conrruptionists through establishing and completing law system over hunting and extraditing fugitives that "You have nowhere to run!" Finally, more and more corruptionists would be caught in the meshes of law knitted by better and better international cooperation!
