The first meeting of National People’s Congress was held in 106# Wangzhi Rd in Shanghai on July, 23, 1921.

The Communist Party of China (CPC) was founded on July, 23 1921. Mao Zedong, Dong Biwu, Chen Tanqiu, He Shuheng, Wang Jinmei, Deng Enming and Li Da, representing the communist groups in different places throughout the nation, held the First National Congress in Shanghai, founding the Communist Party of China (CPC).

On 1924 Jan, 30, Sun Yat-sen, pioneer of China's democratic revolution and the founder of the Kuomintang (KMT), worked together with the Communist Party of China to organize workers and peasants for the Northern Expedition (historically known as the Great Revolution).




10-Year Civil War against KMT (1927-1937)

After Sun Yat-sen passed away, the right-wing clique of the KMT headed by Chiang Kai-shek staged a counter-revolutionary coup d'etat in 1927, murdering Communists and revolutionary people, and founded the Kuomintang regime in Nanjing. Thus the Great Revolution ended in failure. After that, the CPC led the Chinese people to wage the 10-year Agrarian Revolution War against the reactionary rule of the Kuomintang, which is also known as the "10-Year Civil War."



War of Resistance against Japan(1937-1945)

In July 1937, Japan launched all-out aggression against China. The Kuomintang armies started a series of battles, which gave relentless blows at the Japanese invaders. In the enemy’s rear area, the Eighth Route Army and the New Fourth Army, under the leadership of the CPC, fought against most of the Japanese forces, and almost all the puppet armies under extremely difficult conditions, thus playing a decisive role in the victory of the War of Resistance Against Japan.




Three-Year War of Liberation (1946-1949)

From June 1946, the Kuomintang armies launched an all-round attack on the Liberated Areas led by the CPC, and an unprecedented large-scale civil war started. To thoroughly emancipate the Chinese people, the CPC led the army and people in the Liberated Areas to start the nationwide War of Liberation. Through the Liaoxi-Shenyang, Huai-Hai and Beiping-Tianjin campaigns, the CPC overthrew the rule of the Kuomintang and won a great victory in the new democratic revolution in 1949.

From September 21 to 30, 1949, the First Plenum of the Chinese People's Political Consultative Conference (CPPCC) was held in Beijing, with the participation of various political parties, popular organizations, non-Party democrats and representatives from all walks of life. The CPPCC drew up a Common Program, which served as a provisional constitution. It elected a Central People's Government Council, with Mao Zedong as Chairman, and appointed Zhou Enlai Premier of the Government Administration Council and concurrently Minister of Foreign Affairs. On October 1, 1949, a grand ceremony inaugurating the People's Republic of China was witnessed by 300,000 people in Beijing's Tiananmen Square. On that day, Chairman Mao Zedong solemnly proclaimed the formal establishment of the People's Republic of China.

Socialist transformation (the First Five-Year Plan) (1953-1957)

The early days of New China were a period of economic recovery. While developing production, China gradually established socialist public ownership of the means of production. From 1953 to 1956, large-scale socialist transformation of the national economy was implemented, the First Five-Year Plan (1953-1957) for the development of the national economy was achieved ahead of schedule, and China established and expanded basic industries necessary for full industrialization, hitherto non-existent domestically, producing airplanes, automobiles, heavy machinery, precision machinery, power-generating equipment, metallurgical and mining equipment, high-grade alloy steels and non-ferrous metals. Socialist construction (1957-1966)

The 10 years from 1957 to the beginning of the "cultural revolution" in 1966 was the period in which China started large-scale socialist construction. The nation's total industrial fixed assets quadrupled between 1956 and 1966, and the national income increased by 58 percent in terms of constant prices. The output of essential industrial products increased several-fold, even over tenfold. A group of new and developing industries were founded, and large-scale agricultural capital construction and technological transformation unfolded on a large scale. Both the number of tractors used in agriculture and the volume of chemical fertilizer increased by more than 600 percent. The 12-Year Plan for Scientific and Technological Development (1956-1967) was completed five years ahead of schedule. Outstanding achievements were recorded in many new fields of science and technology.



'Cultural Revolution' (1966-1976 )

The so-called 'Cultural Revolution' is actually Cultural havoc.


From 1960-1970, Scientific Achievements include the successful bomb of the first Atomic bomb in 1964, the successful bomb of the first hydrogen bomb in 1967 and successful launch of the first artificial satellite in 1970.

The Third Plenary Session of the CPC 11th Central Committee held at the end of 1978 represented a great turning point of profound significance in the history of New China. Since 1979, China has pursued a policy of reform and opening to the outside world, a policy which was initiated by Deng Xiaoping. Major efforts have been made to readjust the economic structure, and reform the economic and political systems. China is, step by step, establishing a road with Chinese characteristics, a road that will lead to socialist modernization.

Jiang Zemin became the Chinese president in 1993.


Former President Jiang Zemin first introduced his theory on February 25, 2000 while on an inspection tour in Maoming, Guangdong province. He was attempting a comprehensive summary of the party's historical experience and how to adapt to new situations and tasks when he stated:

The official statement of the ideology stipulates that the Communist Party of China should be representative to advanced social productive forces, advanced culture, and the interests of the overwhelming majority. The ideology is important that it attempted to transform the Communist Party to become a ruling party representing the majority of the people as opposed to its old image of a vanguard revolutionary party driven by the proletariat.

Several significant events mark this period – 1997 Hong Kong returned to the motherland China. And in 1999 Macao returned. In 2001, China joined the WTO and successfully won the bid to host 2008 Olympics Games.

In 2002, Hu Jintao became the General Secretary of CPC and in 2003 he become the Chinese president. Except for going on with the economic reform, he pushed forward the Scientific Outlook on Development which did boost the economy. What's more, central leaders paid more attention on people's livelihood and advocated building harmonious society. At the same time, China's international influence had a significant upgrade, especially by holding the Beijing Olympic Game, Shanghai World Expo, etc.

In 2001, Chang’e-1 successfully launched.

In 2008, Beijing successfully hosted the Olympics Games.

In 2010, Shanghai World Expo received global attention and performed excellent public diplomacy. This year, China become the world’s second largest economic entity, meanwhile, Chang’e-2 had a successful launch.





2011 marks the 90th anniversary of the foundation of the Communist Party of China.

II.  Unswervingly upholding the CPC's leadership

The Communist Party of China is the vanguard both of the Chinese working class and of the Chinese people and the Chinese nation. It is the core of leadership for the cause of socialism with Chinese characteristics and represents the development trend of China's advanced productive forces, the orientation of China's advanced culture and the fundamental interests of the overwhelming majority of the Chinese people.


The leadership of the CPC is the fundamental guarantee for ensuring that the people are masters of their country, following the rule of law, strengthening the democratic legal system, and doing legislative work well. The CPC represents the fundamental interests of the overwhelming majority of the people, and the principles and policies formulated by the Party and its legislative proposals pool the collective wisdom of the whole Party and country and embody the common will of the overwhelming majority of the people. Upholding the leadership of the Party is entirely the same as subordinating oneself to the interests of the people. Chinese people upheld the leadership of the Party and the views of the Party become the will of the state as well as the standards and norms of conduct the whole society abides by.

Adhering to the correct guiding thought is a fundamental prerequisite for strengthening the democratic development. The socialist theoretical system with Chinese characteristics is a scientific theoretical system which includes major strategic thinking such as Deng Xiaoping Theory, the important thought of Three Represents, and the Scientific Outlook on Development.


The basic line of the Communist Party of China in the primary stage of socialism is to lead the people of all ethnic groups in a concerted, self-reliant and pioneering effort to turn China into a prosperous, strong, democratic, culturally advanced and harmonious modern socialist country by making economic development the central task while upholding the Four Cardinal Principles and the reform and opening up policy.


The Four Cardinal Principles to keep to the socialist road and to uphold the people's democratic dictatorship, leadership by the Communist Party of China, and Marxism-Leninism and Mao Zedong Thought are the foundation on which to build the country.

Shenzhen was the “driving force” of China's reform and opening-up under the CPC's leadership


CPC's leadership a fundamental guarantee for China to achieve goals   



China, as we all know, has gone through an extraordinary economic transformation over the last 30 years. This transformation has remade the face of coastal China. It's now spilling over into the interior and it's raised, literally, hundreds of millions of people to an unprecedented level of affluence. The fundamental reason behind all of China's achievements and progress since the reform and opening up policy was introduced is, in the final analysis, that the Party has blazed a path of socialism with Chinese characteristics and established a system of theories of socialism with Chinese characteristics.  


Leadership by the CPC is the fundamental guarantee for China to achieve the goals laid out in the economic and social development.   


In the late 1970s, China began the process of "reform and openness," precipitating a series of reforms that, over three decades, produced revolutionary change. China's economic institutions, patterns of social mobility and interaction, and societal values and even the Communist Party were transformed. By almost any measure, “reform and openness” also produced one of the great economic success stories of the twentieth century.

China is now the second-largest economy and exporting nation in the world. Through a booming export sector, a continuous flood of foreign capital, and a managed currency, its central bank and state investment institutions now hold the largest reserves of foreign currency in the world. In the process, hundreds of millions of Chinese have been lifted out of poverty in just a few decades.  



Moreover, China is already the world’s largest exporter of goods (in gross terms) and is probably the world’s largest net creditor nation, though almost all of these assets are invested in the low-yielding government debt of the advanced countries, especially the US. It is with little surprise that China’s ongoing transformation has topped all other news stories in a decade bespotted by war, economic catastrophe, and natural disasters.   


Under the leadership of the CPC, China indeed has made great achievements. Work in improving the CPC ruling capacity and maintaining the Party's stewardship of the country should be further strengthened to promote the Party's competence in leading the country's economic and social development in a more effective way.

China strides forward under CPC’s leadership



The Communist Party of China leads the people in developing the socialist market economy. It unwaveringly consolidates and develops the public sector of the economy and unswervingly encourages, supports and guides the development of the non-public sector. It gives play to the basic role of market forces in allocating resources and works to set up a sound system of macroeconomic regulation.


The Communist Party of China leads the people in promoting socialist democracy. It integrates its leadership, the position of the people as masters of the country, and the rule of law, takes the path of political development under socialism with Chinese characteristics, expands socialist democracy, improves the socialist legal system, builds a socialist country under the rule of law, consolidates the people's democratic dictatorship, and builds socialist political civilization.


The Communist Party of China leads the people in developing an advanced socialist culture. It promotes socialist cultural and ethical progress, combines the rule of law and the rule of virtue in running the country and works to raise the ideological and moral standards and scientific and educational levels of the entire nation so as to provide a powerful ideological guarantee, motivation and intellectual support for reform, opening up and socialist modernization.

Make double efforts in "building a harmonious society" in China


The Communist Party of China leads the people in building a harmonious socialist society. In accordance with the general requirements for democracy and the rule of law, equity and justice, honesty and fraternity, vigor and vitality, stability and order, and harmony between man and nature and the principle of all the people building and sharing a harmonious socialist society, the Party focuses its efforts on improving people's lives by solving the most specific problems of the utmost and immediate concern to the people and strives to create a situation in which all people do their best, find their proper places in society and live together in harmony.


The Communist Party of China persists in its leadership over the People's Liberation Army and other armed forces of the people, builds up the strength of the People's Liberation Army, ensures that it accomplishes its historical missions at this new stage in the new century, and gives full play to its role in consolidating national defense, defending the motherland and participating in the socialist modernization drive.


Whatever progress we had made,whatever challenges we will face , we must unswervingly abide by the Party's basic theory, line and program, only by doing this, can we make greater achievements
!

III  Without the CPC, There Would Be No New China

"Without the Communist Party, there would be no new China," is one of the most popular songs in China.

In October 1943, Cao Huoxing, a member of an anti-Japanese publicity squad, came to the village and wrote the words to the song, which was then titled "Without the Communist Party, there would be no China," based on the musical  structure of a local folk song.

In 1950, late Chinese leader Mao Zedong changed its title to " Without the Communist Party, there would be no new China," so as  to indicate the achievements of the CPC in a more precise way.

In the course of their modern history, the Chinese people have waged unrelenting struggles and made arduous explorations in order to win their democratic rights. But only under the leadership of the Communist Party of China (CPC) did they really win the right to be masters of the state. The Chinese people dearly cherish and resolutely protect their hard-earned democratic achievements.


Because situations differ from one country to another, the paths the people of different countries take to win and develop democracy are different. Based on the specific conditions of China, the CPC and the Chinese people first engaged in a New Democratic Revolution, and after New China was founded in 1949, and proceeding from the actual situation of the primary stage of socialism, began to practice socialist democracy with its own characteristics.

The experience over the past few decades has proved that embarking on this road of development of political democracy chosen by the Chinese people themselves not only realized the Chinese people's demand to be masters of their own country, but is also gradually realizing their common ideal to build their country into a strong and modern socialist country.

On the upcoming Great Day marking the 90th anniversary of the founding of CPC, which is July 1st, the song----"Without the CPC, there would be no New China", again, resonates in the heart of every Chinese.


The CPC has braved assorted trials and hardships, leaving a glorious yesterday behind; and it will be pointing China to a more prosperous and splendid Tomorrow !
