US-EU alliance to play China card in future diplomacy?

As the US to open a specialized channel for "special talks" such as Human Right issue with China, and UK sent 50 more diplomats to China, will the arena newly opened by US-EU alliance for China become the new front targeting China?

US senators opening a new channel for dialogue with Beijing met Wednesday with Chinese State Councillor Dai Bingguo after high-level Sino-US talks wrapped up in Washington.

"We need to create a space for senators to hold open and frank dialogue with Chinese leaders on areas of disagreement, especially Iran," said Republican Senator Mark Kirk, a co-founder of the Senate US-China Working Group.

"From Iran and North Korea to democracy and human rights, the Senate US-China Working Group will provide a valuable forum for meaningful discussions and to build habits of trust and cooperation with our Chinese friends," said independent Senator Joe Lieberman, another co-founder.

Members of the new group met with Dai at a downtown Washington hotel and planned to hold talks next week with China's army chief of staff Chen Bingde, Kirk's office said in a statement.

The lawmakers and Chen will "discuss the current state of military-to-military relations and security challenges faced by both countries," according to the statement.

For the first time UK boosts its foreign diplomacy within few decades – with the biggest strategic shift to G20 emerging powers – most notably China. Pragmatic British aims at “matching the realities of 21st century” - a multi-polar structured world?

Britain will withdraw officials from Afghanistan and Europe to fund a diplomatic blitz in China and India aimed at securing new trading ties with the world's emerging economic powers, the country's government said Wednesday.

Foreign Secretary William Hague unveiled a sweeping reorganization of Britain's foreign service over the next four years, promising to bolster relations across Asia and Latin America to reflect the world's shifting balance of power.

Hague told the House of Commons that 50 diplomats would be redeployed to China.

"This government will work to build up Britain's influence in the world, to forge stronger bilateral relations with emerging giants and old allies that have been neglected for too long, and to seize opportunities for prosperity," Hague said.

Britain's government has urged its diplomats to focus on wooing new trade partners since taking office last year with a mission to fix the nation's debt-laden economy. Prime Minister David Cameron has already led large delegations of British business leaders on sales tours to India and the Middle East.

"This government will work to build up Britain's influence in the world, to forge stronger bilateral relations with emerging giants and old allies that have been neglected for too long, and to seize opportunities for prosperity," Hague said.

A deeper interpretation of the focus shift lies in the bigger map: US has announced its strategy of returning back to Asia, and its European fellow would certainly follow its step – not only for China-UK bi-lateral diplomacy, but at a macro strategic level, the stronger supports to EU-US alliance to balance China the biggest emerging power.
