                    从几次变法谈中国新改革的实施

昨天我、田国忠、笑客、静子等人在战略网博客群谈论知识理论与权力话题，一些人的观点就是说你有好的理论，也要有相应的权力机构来执行，才能使你的战略理论体系付诸实际，成为杰出的思想家，政治家，可是老军001要说的是，即使你有权力，你的权力要是不为民，就会在贯彻中衰减，甚至夭折，这一点可见中国历史上的某些不成功的改革，单就为了民的权力改革，还要有底下一帮子干事的人，三心二意的人干不成事，当然改革也是需要钱的，要钱袋子，人事权，军事权，还有权力改革波及的利益团队的大小，就是获得的支持面等有很大关联，中国历史上的改革成功与否，都可以从这几点进行分析与探讨。

商鞅变法，虽然得到彻底的贯彻执行，得到君权，政体财力的支持，但是没有对反对派消权，最后落得个车裂商鞅的结局，虽说牺牲一个商鞅，让中国社会进步一个时代，还是划算的，但是改革者没为自己留好后路，这多少有点凄惨。

王安石变法，虽说也执行了，让北宋军事，经济的得到一定的加强也是不争的事实，但是没赶上天时，连续几年的自然灾害就让北宋统治者改变了初衷，这多少有点悲壮，北宋也在王安石变化失败后41年灭亡了。

戊戌变法，更是不切实际，说什么在中国进行资本主义的改良，可是在当时的满清末年，在买办势力横行的年代，人家不准许你进行富国强兵的革新，当然还有强大的守旧势力，所以变法失败也是必然。

只有邓小平的改革开放抓住了改革的根本，把钱袋子，人事权，军事权，还有权力改革受惠得到的支持面做的更大，这几点小平同志做的都很好，他先是解放农民，让农民有了自己的土地，吃饱了，接着再进行城市改革，外企，私企，合资，个体和国营等多种所有制方式并存，激发了城市人的干劲和热情，农民稳了，则国家稳了，城市稳了，则国家富了，他同时吸取了前几次改革失败的教训，让一些发对派下野了，不在了台上，这样就保证改革开放的成功，可以说是邓小平才把改革的根本吃透了，当然很多我们现在还在受惠，这就是一个成功的改革家，也是把权力掌控的最好的人。

中国现在也到了改革开放的新关口，改革是要改革的，但是也不要犯改革疲劳症，不要总是把改革放在嘴边，一项政策的改革执行之后是有回报的，让这些回报反哺社会了，等到我们收回改革的费用了，我们再继续前行，继续改革，不要为了改革而改革，现在的中国确实需要一个清醒的大战略了，什么新军事变革，海外驻军战略，经济上的产业升级，人民币的逐步国际化，还有外交的改革，国家软实力的建设，确实需要通盘考虑，这与30年前我们要考虑的改革开放是不同的大战略，一个战略清晰的国家才能汇聚天下贤人前赴后继，这样也能保证我们这一步改革的成功，而且是持续的成功。待这一步成功了，国家实力就真的进入超一流了。中国的改革家们，吸取前人改革成功经验吧，这样我们就能逐步强大，一直到长久。
