May 30 In Abyan , a volatile province in southern Yemen, Yemeni security forces started shelling the coastal city of Zinjibar after several hundred militants took over government institutions there on Friday, residents said. Last weekend, the Yemeni provincial capital has fallen to an al-Qaeda-linked militant group, as Xinhua reported Saturday.


Al Qaeda in the Arabian Peninsula (AQAP) has declared Yemen's Abyan province an "Islamic Emirate" and banned women from going outside, according to Eurasia Review and accounts from Yemeni journalists.



Citing a security officer speaking on condition of anonymity, the Yemen Observer said that Zinjubar, the seat of Abyan province, was seized by armed members of al-Qaeda in the Arabian Peninsula (AQAP), a Yemeni-based affiliate of the global terrorist network al-Qaeda, DPA reported.

The fighters "were able to gain control of the city of Zinjibar ... and took over all government facilities" a security official told AFP. Only the headquarters of the the 25th mechanised brigade was holding out, he added, but it was besieged by the gunmen.



A local resident said: "About 300 Islamic millitants and al-Qaeda men came into Zinjibar and took over everything on Friday."


The militants took control of government installations and most districts Friday in the city, which is 400 kilometres east of the Yemeni capital Sana'a and 80 kilometres east of the key southern Yemeni port of Aden.


"Al-Qaeda took over the province, the security, the rescue police and other key headquarters," the security officer was quoted as saying.

Abyan Governor Ahmed al-Misari was described as trapped inside his residence outside Zinjubar.


"They (AQAP) transported the 30 police cars to the neighbor city of Jaar, which is believed to be the stronghold of the group, " he added, requesting anonymity.



Meanwhile, a doctor of al-Razi Hospital in Jaar told Xinhua that the death toll among al-Qaida militants from the Friday's clashes with government forces rose to four as dozens of the militants were still suffering serious injuries.


AQAP or Al Qaida in the Arabian Peninsula have taken over most if not all of the province as the power of the central government extends over less of the country. Army units must concentrate in urban areas to try and keep control there especially the capital Sanaa.

The international observers say the AQAP’s seizing the capital is not a surprise. Since the eruption of the four-month-long anti-government protests aimed at ousting Yemeni President Ali Abdullah Saleh, who has been in power since 1978, the AQAP has launched sporadic heavy attacks on Zinjibar. Now they have the mature conditions to take up the city.


Zinjibar is the capital of Abyan province in south central Yemen. The impoverished state, which was the ancestral homeland of Osama bin Laden, has been wracked by violence amid protests to end President Ali Abdullah Saleh's near 33-year rule.


Washington considers al-Qaeda in the Arabian Peninsula - the Yemen-based al-Qaeda franchise - to be the world's most active terrorist cell.


The group, whose leaders includee the influential preacher Anwar al-Awlaki, has strongholds in remote mountain regions in the Yemeni provinces of Shabwa, Abyan, Jouf and Marib.

Al-Qaeda in the Arabian Peninsula has been highly active in Abyan province since the outbreak in February of unrest against embattled President Ali Abdullah Saleh, reportedly killing dozens of government troops in fighting during the last three months.


The use of force by the government against street protests has turned increasingly deadly in recent weeks.


The Joint Meeting Parties (JMP), Yemen's main opposition bloc, issued a statement accusing Saleh of knowing allowing al-Qaeda militants to seize Zinjubar, in an attempt to convince Western powers that his rule is necessary to keep the terrorist group at bay.



Some are skeptical about Yemeni president’s role in the attack. He was said to give up deliberately the city to AQAP therefore to create the chance of his own tightened government and troops control, as a proof to US that the president is always the only one forceful candidate to curb the terrorism in Yemen.




Or a Trap for US?

Soma analysts say that if this is Saleh’s plot to proof his competency in anti-terrorism, then the plot has further function – to trap US.  Consider if the city was really taken the AQAP, the US is then inevitably involved – in high profile – in Yemeni situation, which would definitely arouse the local residents’ protest against US intervention in this domestic politics. This would add to US passiveness in Middle East.

First Somalia, a hot bed of Islamic terrorists is directly across the bay from Abyan Province.


Secondly, The western regions of Saudi Arabia is exposed on the canal itself. Additionally Egypt which controls access to the canal from the Mediterranean Sea is another consideration. Should any or all of the various fundamentalist Islamic groups gain control of the Egyptian government than the entire Suez will be compromised, something the west and Saudi Arabia would never allow.


Given that Al Qeda declared Abyan Provence an ‘Islamic Emirate on March 29th of this year, you might have thought that our illustrious  ‘Commander in Chief’ and his inept National Security advisor, John Brennen, would  not have been caught with their pants down.


The advantage is with Al Qaeda in Yemen. They know that NATO and the U.S. cannot put troops into Yemen because the terrain is an operational nightmare and secondly because the U.S. is stretched too thin in Afghanistan.


Additionally Iraq continues to promote concerns as Iran’s stirs up the Shites to challenge Maliki’s corrupt coalition government. Added to that is the Sunni insurgency is trying to jump start itself once again because the Shia who dominate Maliki’s coalition, have marginalized them by denying them a prominent role in the government


One last fact to consider: The U.S. has given $ 513 million in aid in 2009 alone. Additionally, the Congressional Research agency reported that the Congress has appropriated $ 20 – 25 million a year since 2009 not including $150 billion in military aid given in 2010.  The Obama administration has so far this year, requested an additional $ 106 million dollars in military and domestic aid to Yemen.
