Officials punished for misbehavior in local elections
The Central Commission for Discipline Inspection of the Communist Party of China (CPC) and the Organization Department of the CPC Central Committee on Monday held a press conference to notify the public of two discipline violation cases in local elections.
A former mayor of the city of Taiyuan, the capital of north China's Shanxi Province, whose surname is Zhang, has been removed from his posts as the mayor of Taiyuan and the vice secretary of Taiyuan's Municipal Party Committee, and given a "serious" Party warning for disturbing local elections.
Prior to and during the Provincial People's Congress in January 2011, Zhang felt dissatisfied about not being listed as a candidate for vice governor of the province.
Zhang asked the then-deputy secretary general of the Taiyuan municipal government, surnamed Cui, to send anonymous text messages to dozens of Provincial People's Congress deputies to disturb the election.
Cui has also been punished for participating in election disturbance.
In a separate case, an official surnamed Yan in Youyang township, Xupu County of central China's Hunan Province, was expelled from the Party and election results were nullified after his misconduct was brought to light.
Though Yan was not initially listed as a candidate, he was elected as a vice township head on Dec. 20 last year after offering a total of 1,000 yuan (152.9 U.S. dollars) to five township legislature deputies .
Zhang Jinan, vice head of the Organization Department of CPC Central Committee, said at the press conference that all the discipline violation cases would be made public after being discovered, so as to warn others against committing wrongdoings.
Elections for new leaders of township, county, city and provincial-level Party committees began early this year. Leadership elections for local people's congresses, local governments and local people's political consultative bodies started at the same time.
"FIVE FORBIDDANCE" IN LOCAL ELECTIONS
Zhang Jinan said at the press conference that "enforcing strict discipline is a key measure in guaranteeing successful elections." He vowed to use strict discipline to "build a clean and upright environment for local elections."
He stressed "five forbiddances" in local elections, namely: forbidding vote-buying; forbidding buying or selling official posts; forbidding asking superior officials to give promotions; forbidding rule-violating appointments; forbidding disturbing elections.
Those found buying votes in elections will be stripped of their candidate qualifications. If they had been promoted when being found violating rules, they will be demoted, removed or fired. They will also be dealt with according to established disciplinary measures and laws, he said.
Those found guilty of buying or selling official posts will be suspended or removed from their duties. They will also face discipline or be referred to judicial organs if suspected of violating laws.
Those involved in making appointments of officials in violation of the rules and creating election disturbances will face severe punishments or be referred to judicial organs if they are suspected of violating laws.
The Organization Department of the CPC Central Committee and the provincial organization departments also set up a telephone reporting system and a reporting website for public supervision of local elections.
