Russia worries to be China's 'little brother'

Russia is urged to give more consideration of China’s role in its interaction with America and it should promote a three-party dialogue mechanism among these three powers. In a recent finished report, Russian experts say both Russia and U.S. share the challenges of China’s rise and suggest a stronger American presence in the Far East and Siberia area to curb China’s fast building clout.


Given that the weakening international leadership, Russia’s way out to maintain the status as a great power is to step up a closer ties with U.S. as it does with China.


Dmitry Suslov, deputy head of the Russia National School of Economics’ Center for European and International Studies said Russia cannot compete with China in national strength and the size of economy but it could still protect its own interest by cooperating with America.


Suslov was one of the experts invited by RIA Novosti to present a new report on U.S.-Russian relations entitled, “The U.S.-Russian relations after the ‘reset’: Building a new agenda. A view from Russia” The report was prepared by a group of Russian experts from the Valdai Discussion Club.


“Russia is America’s only partner outside the West who is ready to join Washington’s efforts to handle global issues,” said Suslov, “because none of the emerging powers -- China, India and Brazil -- is ready to do this job.”


The report gives a special attention to China. It calls China’s ascent as one of common challenges to Russia and America as mentions other conventional threats such as terrorism and the proliferation of weapon of mass destruction. Many countries concerns on the foggy trajectory of China security, diplomatic and economic policies.


The top of the worries is Moscow may descend into a “little political brother” and vassal state that delivers raw materials and energy to Beijing. But in terms of nuclear power, Russia doesn’t lose ground to China, which together with current benign Russia-Sino relations could avoid bilateral conflicts and arms race.


The report calls for the inputs from America, EU members and other Asian countries in the development of the Far East and Siberia so that the region would escape the fate of being economically controlled by Beijing.


But it’s warned that Russia and America should keep away from any dangerous action that may irritate China or make it believe that their cooperation aims at containment because of Beijing’s irreplaceable role in dealing with international affairs. Therefore, Sergei Karaganov, co-author of the report and the head of the Russian Council for Foreign and Defense Policies, proposes to boost China element in Russia-US relations.


“A Russia-US-China trilateral dialogue is significant,” said Karaganov, “Three countries must take the leadership position in the multilateral international relations to help settle down the complicated parts of global problems. But the pre-condition is an improved Russia-US ties.”


Valdai Club meetings, held both in Russia and abroad, bring together political scientists and analysts from around the world. More than 400 members of the international intellectual community from 35 countries have taken part in the club’s forums since it was founded seven years ago.
