The National People's Congress (NPC), China's top legislature, has concluded its annual meeting, and Wu Bangguo, chairman of the NPC Standing Committee, presided over the closing ceremony on Monday.

On Monday, 2,882 NPC deputies completed their glorious, dignified mission by pushing down their voting equipment and passing Chinese Premier Wen Jiabao's Report on the Work of the Government, the 12th Five-Year Plan program, the plan report, the budget report, the Report on the Work of the NPC Standing Committee given by Wu Bangguo, the reports of the Supreme People's Court and the Supreme People's Procuratoriate.

Due to joint efforts of all deputies to the 4th Session of the 11th NPC, the annual NPC session has completed each of its tasks as scheduled, carried forward democracy, handled matters in strict accordance with law, further unified the thinking, clarified missions and aroused the zeal or zest for working, and the meeting is truly democratic, unified, striving for realism and forging ahead courageously... The word "happiness" flashes time and again in legislation bills, speeches, panel discussions and keynote addresses, and the primary purpose is to comply with the new anticipation of getting better livelihoods for the people of all ethnicities in China, regardless of the transformation of economic growth pattern and the systems of laws with Chinese features, or of the enhancement and innovation of social governance or management.

The new plan should be meticulously studied and implemented fully to achieve remarkable progress in boosting scientific development and substantial progress in transforming the economic growth patter. "Upon my return, we should not only ensure the vitality and continuity of economic growth, but also enable local people to live happily and more dignified and reap the win-win outcomes for local people's livelihood and economic development.

Both the government work report and the 12th Five-Year Plan have elaborated the in-depth enhancement and innovation of social governance and I personally feel the load get heavier on my shoulders," noted Song Guilun, Secretary of the Social Affairs Committee and the CPC Beijing Municipal Committee. "Per-head income in our village has reached 15,000 yuan (about 2,200 US dollars) a year, and it is indeed real difficult to increase their average income, but we still have confidence in doing so," said Mao Fengmei of the Dayali (big pear) Village Industry Corporation, So long as they keep in line with the requirements set in the 12th Five-Year Plan, and press ahead with the development step by step, would villagers live a better life.
