Increases the bookmark twitter facebook digg Google Windowslive Delicious buzz friendfeed Linkedin diigo reddit stumbleupon Experts Saturday called on the government to include increasing personal incomes and narrowing the income gap into the next five-year plan, in a bid to fuel a more consumption-driven economy.Xu Shanda, a researcher from Development Research Center of the State Council, made the remarks at an academic meeting hosted by the ChineseEconomists 50 Forum, a Beijing-based think-tank, Saturday.
The meeting was held to make suggestions for the government's coming 12th Five-Year Plan.
In the eyes of Xu, the draft plan for the 12th Five-Year Period is limited in its ability to increase personal incomes as "it only vows to increase the low-income and narrow regional income gap," and "fails to list reducing the Gini coefficient in the plan as well."
The Gini coefficient, named after Italian statistician Corrado Gini, is a measurement on the inequality of income distribution within a country, and a value of zero means total equality and a value of 1 maximizes the inequality.
In 2007, the National Bureau of Statistics said the Gini coefficient in China was 0.47, and the figure has been expanding in the past three years, which is close to 0.5, according to the Chinese Academy of Social Sciences, the nation's think tank.
Experts also said that it is government and enterprises which have squeezed the flexibility for personal incomes to grow, making the consumption ability of residents low.
"After 1990s, the growth of government revenue was faster than that of residents, and the trend has got clearer,"Zhang Shuguang, an expert from Unirule Institute of Economics, echoed at the meeting.
From 1997 to 2007, the proportion of government revenue in GDP has increased from 10.95 to 20.57 percent, compared with decreased labor payments, which decreased from 53.4 to 39.7 percent, according to All-China Federation of Labor's report released in April 2010.
In 2010, the nation collected taxable income of 7.74 trillion yuan ($1.17 trillion), up 22.64 percent than previous year.
"The key is that the government is competing for profits with residents," said Zhang. The consumption rate in 2008 only accounted for 35.5 percent of GDP, compared with 70.1 percent in the United States and 54.7 percent in India, reported the Economic Information Daily last year.
The proportion of revenue in national income should be lower, and the government should spend more on education and medical care, said Wei Jie, a professor of School of Economics and Management of Tsinghua University, also at the meeting.
Wei said developed countries spend 60 percent of revenue income on medical care and education, compared with 30 percent in China.
However, last month, the two municipalities of Chongqing and Shanghai announced the launch of a long-awaited property tax, a means of controlling housing price growth, which has been regarded as the way for the government to raise future revenue.
