德国军队对女兵的排斥是有历史根源的。二战时德国女兵曾在德军中担任护士、电话员以及秘书，但女兵一旦被俘往往会受到非人的虐待。于是，1944年11月，德国政府作出规定，为了女性自身的利益，不允许女性在军队中服役，包括国内的自卫队也不许参加。
1996年，德国一名23岁女性克雷尔于向德国军队提出 入伍的申请，遭到了军队的拒绝，对此，克雷尔称，德国的这种不许女性从戎的法规使人感到似乎是生活在中世纪。德国限制女性在军队中所从事的工作范围方面比其它绝大多数北约国家的部队都更为严格。

自1998年4月英国开始实施男女军人机会均等计划后，报名参军的英国女青年日益增多。她们即可以在陆海空三军中服役，还可以参加维和部队。截止2001年，英国军队中有女兵1700人，约占军队总兵员的8 %，比10年前增加了三分之一。
