Rebels fight to control Tripoli

Col Muammer Gaddafi’s loyalists mounted a desperate defence of the Libyan leader’s headquarters on Monday, even as rebel forces swept through Tripoli streets and world leaders called for an orderly transition to a new government.

The rebels claimed to have taken control of state television and Tripoli’s airport. They also claimed to have captured three of Col Gaddafi’s sons, although one was later reported to have been freed by loyalist fighters.

The Arab League, which first called for international intervention six months ago, said the events were a “historic moment”.

Col Gaddafi’s fall would mark the demise of the Arab world’s longest-serving ruler and the third such leader to depart this year, breathing new life into the Arab spring. But western officials expressed concerns about the possibility of chaos.

Nicolas Sarkozy, one of the champions of the Nato mission that assisted the rebels with air strikes, declared that “the end of Gaddafi and his regime are inevitable and close”.

As David Cameron, British prime minister, urged Col Gaddafi to give up without any conditions, a UK official added: “One side has won, one has lost and this is the denouement . . . This will be in military terms a total victory for one side.”

Mustafa Abdel Jalil, the head of the national council that has been leading the transition in the eastern part of the country, said the real moment of victory would be when the Libyan leader was captured. But he stopped short of offering safe exit to Col Gaddafi, saying the colonel would be given a “fair trial”.

The International Criminal Court said it was in talks with the Libyan rebels about Seif al-Islam’s possible transfer to face trial.

Mr Cameron warned of “difficult days ahead” while the UK official said it was important for the UN to establish an on-the-ground presence as soon as possible to co-ordinate a stabilisation effort.

The UN Security Council would also have to meet soon to unfreeze Libyan assets and call off an embargo on fuel.

France said it would host an international meeting next week that would lay out a road map for the oil-rich country’s future.
