In the immediate aftermath of the devastating 2008 Sichuan earthquake, Chinese Premier Wen Jiabao rushed to the scene and spent days encouraging rescuers and consoling victims while cameras rolled and the nation grieved.

“Grandpa Wen”, as the Premier likes to be known, and his special brand of populism have helped shore up support for the Communist Party’s authoritarian rule over the past decade and he is widely regarded as an official who truly cares about the Chinese masses.

But in the aftermath of China’s first serious bullet train crash, which killed 39 people and injured nearly 200 last Saturday night, Mr Wen did not arrive to console the victims until Thursday morning.

但在上周六晚间中国发生首次严重动车碰撞事故、导致39人死亡和近200人受伤后,温家宝直到本周四上午才赶到现场慰问遇难者亲属。

His explanation for the delay did little to ameliorate what is now a growing credibility crisis for the government.

“Over this time I’ve been ill and spent 11 days on a sickbed. The doctor only today reluctantly allowed me to check out of the hospital,” Mr Wen said from the site of Saturday’s crash. “This is why I only managed to arrive here on the sixth day following the accident.”

Almost immediately after Mr Wen’s comments were published by state media, online citizens began frantically posting photographs and state media reports showing a healthy-looking Mr Wen meeting with a Japanese trade promotion delegation last Sunday, the day after the crash, in the Great Hall of the People in Beijing.

Spurred on by the speed of the internet and huge numbers of citizen micro-bloggers using China’s Twitter-like Sina Weibo, public outrage at the official response to the crash has been growing by the day.

Even China’s tightly-controlled state media have lambasted government officials for their arrogance and incompetence and, in response to the crash, the country’s most conservative newspaper, Communist Party mouthpiece the People’s Daily, called in an editorial for an end to the country’s blind pursuit of “blood-smeared GDP”.

The public has poured scorn on the government’s rescue response, the hasty initial investigation, the attempt to silence victims’ families with quick compensation deals, the burying of parts of the wreckage within 24 hours of the crash and the subsequent exhumation of that wreckage following a public outcry.

The decision to quickly sack three railway officials also backfired when it emerged that the top official installed in their place had himself been held responsible and demoted in connection with China’s last major train disaster in 2008.

Beijing is now facing another “melamine moment”, similar to the crisis that erupted in 2008 when hundreds of thousands of babies were poisoned by infant formula adulterated by the industrial chemical melamine, a scandal that the government initially tried to cover up.

On Thursday, Premier Wen appeared to lay at least some of the blame for the poor handling of the crash directly on the Railway Ministry, which operates like a virtual state within a state, with its own courts, police force and giant enterprises.

Mr Wen urged the Ministry to give an “honest answer” to the people on the way it had handled the aftermath of the fatal crash.
