Vice President eyes boosting common development of China, Latin America

Visiting Chinese Vice President Xi Jinping Friday made a four-point proposal aimed at boosting the common development of China and Latin America.

Xi made the proposal in a speech at the United Nations Economic Commission for Latin America and the Caribbean (UNECLAC), headquartered in the Chilean capital of Santiago.

The U.N. body, established in 1948, is a think tank that promotes regional economic cooperation and development.

In his speech, Xi said that Latin America and the Caribbean region were among the regions with the most development potential in today's world. It had become more dynamic in diplomatic activities and turned into a new force in global governance and in safeguarding world peace and boosting common development, he said.

The past decade had witnessed joint efforts by China and Latin American countries which had made leapfrog development in bilateral cooperation possible, Xi said.

Hailing the past 10 years as a decade of unity, common development and deepened friendship between China and Latin America, Xi said the second decade of the new century would provide fresh opportunities for both sides to enhance their ties and become good partners.

To achieve this, Xi said, firstly, China and Latin America should respect each other and trust each other sincerely in politics.

The two sides should maintain close contact between their leaders, and enhance coordination and collaboration on issues concerning their major interests, he said.

The Chinese vice president expressed confidence in the constant development of bilateral cooperation, providing the two sides stuck to a long-term vision, strategic thinking and were tolerant while dealing with bilateral relations.

Secondly, in economics, China and Latin America should be good partners that worked to achieve mutual benefit and win-win cooperation, said Xi.

China was willing to work with Latin American and Caribbean countries to focus on boosting the comprehensive, deepened, balanced and sustainable development of their cooperation, in a bid to export to each other more high value-added products, expand trade scale and optimize trade structure, Xi said.

China also encouraged its enterprises to invest more in Latin America to advance cooperation in such industries as agriculture, infrastructure construction, new energy and aerospace, and explore new ways of cooperation, Xi said.

Thirdly, from the humanistic aspect, the two sides should learn from each other and coexist in a harmonious way, Xi said.

He said the two sides need to promote multilevel and multiform exchanges in various fields, such as between civil organizations, academic institutions and the media, to deepen mutual understanding and cement the social basis for bilateral relations.

More opportunities should be given to youth on both sides so they could learn from and make friends with each other, and carry on the China-Latin America friendship, Xi said.

Both China and Latin American nations,meanwhile, need to concentrate their efforts to benefit the people by exchanging experiences on poverty reduction, public health promotion, social security and human resources development, Xi said.

Fourthly, Xi said the two sides should become partners that make concerted efforts and promote coordinated cooperation in international affairs.

China and Latin American countries were expected to enrich the content and enhance the global influence of their relations by further coordinating and cooperating on major international issues and exchanging experiences on dealing with global challenges, Xi said.

During the speech, Xi also briefed the audience about China's development in the first decade of the 21st century, its efforts in coping with such major challenges as the international financial crisis and natural disasters, as well as the 12th Five-Year Plan, which maps out the blueprint for China's socioeconomic development in the 2011-2015 period.

Xi, on his first visit to Chile after becoming the Chinese vice president, met Chilean President Sebastian Pinera on Thursday, when both leaders pledged joint efforts to enhance trade and investment links.

Xi arrived in Santiago early Thursday morning. Chile is the last leg of a four-nation trip that has already taken him to Italy, Cuba and Uruguay.
