A three-level alarm system of terrorism threat was adopted in Russia Tuesday, Kremlin's official website reported.

Russian President Dmitry Medvedev signed into a law the amendments to the federal bill about countering terrorism, introducing the three color-coded levels of terrorism threat to the state institutions and law enforcement agencies.

According to the system, blue level stands for elevated alert, yellow for high alert, red for critical alert.

The law, passed by the Russian parliament on April 27, envisages that regardless of the level, freedom of the Russian citizens should not be restricted.

Earlier on Tuesday, Russian Foreign Ministry warned that the death of Osama bin Laden did not mean al-Qaida's terrorist network has been destroyed, Interfax news agency reported.

"We should not relax," a Foreign Ministry official said.
