Leaders of the five BRICS nations attend a news conference in Sanya, Hainan province, on Thursday. The leaders, (from left) India's Prime Minister Manmohan Singh, Russia's President Dmitry Medvedev, President Hu Jintao, Brazil's President Dilma Rousseff and South Africa's President Jacob Zuma, agreed at the summit to seek reform of the international monetary system

Leaders of the five BRICS nations vowed on Thursday to support reform of the international monetary system and the setting up of a broad-based international reserve currency system.

"Recognizing that the international financial crisis has exposed the inadequacies and deficiencies of the existing international monetary and financial system, we support the reform and improvement of the international monetary system, with a broad-based international reserve currency system providing stability and certainty," the post-summit communique said.

"We call for a quick achievement of the targets for the reform of the International Monetary Fund agreed to at previous G20 Summits and reiterate that the governing structure of the international financial institutions should reflect the changes in the world economy, increasing the voice and representation of emerging economies and developing countries," the declaration said.

It said reforms were needed because "the international financial crisis has exposed the inadequacies and deficiencies of the existing international monetary and financial system."

The bloc backed studies into expanding the use of Special Drawing Rights, a quasi currency created by the International Monetary Fund that is used in dealings with and between member governments. That system has been proposed by some as an alternative to the dollar in the international monetary system.

Volatility in financial and commodity markets is a particular concern for the five countries, which have large stocks of foreign currency and are now grappling with rising inflation.

Greater coordination is needed to guard against the ill effects of massive cross-border capital flows, while excessive volatility in prices for food and energy threatens the fragile global economic recovery, the declaration said.

Though largely an ad-hoc grouping at present, the BRICS have the potential to emerge as a new force in world affairs on the back of their massive share of global population and economic growth. With the inclusion of South Africa this year, the group accounts for 40 percent of the world's people, 18 percent of global trade and about 45 percent of current growth, giving them formidable heft when dealing with the developed economies.

At the International Monetary Fund, the BRICS nations would also have a substantial effect on the balance of power if they consolidated all their voting rights.5 of the largest emerging nations will push the USA and EU to end their 65-yr monopoly on leadership positions at the World Bank and International Monetary Fund.
