China said Friday it plans to raise its defense budget by 12.7 percent to 601 billion yuan (91.5 billion U.S. dollars) in 2011, compared with an increase of 7.5 percent last year.

"The government has always tried to limit military spending and it has set the defense spending at a reasonable level to ensure the balance between national defense and economic development," said Li Zhaoxing, spokesman for the annual session of China's national legislature.

The former foreign minister also said China's defense expenditure is transparent and defensive in nature.

路透社记者提问：请您透露一下2011年中国的国防费预算是多少以及2010年预算实际的执行情况？

李肇星回答表示：中国一贯主张控制国防费的规模，按照统筹经济建设和国防建设相协调的方针，合理安排国防费用。因为大会还没有正式开幕，如果获得本次人民代表大会的审查批准，那么2011年国防费预算大约为6011亿元人民币。比上年预算执行数约增加约676亿元，大约增长12.7%。国防费预算占当年全国财政支出预算的6%，与前几年相比，所占比重有所下降。

2011年，中国增加的国防费主要用于适当增加装备建设、军事训练和人才培养经费，加大基层部队基础设施建设投入，适当提高与官兵生活密切相关的经费保障标准和调整军队津贴、补贴标准等。我们坚持走和平发展道路，实行防御性的国防政策。尽管中国有13亿多人口，国土面积大，海岸线长，但是中国国防投入在世界上相对较低，中国有限的军事力量完全是为了维护国家独立、主权和领土完整，不会对任何国家构成威胁。

中国按照依法行政的要求，依据国防法、预算法等法律法规对国防费进行管理。每年的国防费预算都纳入国家预算草案，由全国人大审查批准，按规定程序下达执行，并接受国家和军队审计部门的监督，中国的国防费是透明的，不存在所谓的隐性军费问题。
