专访:柳传志谈中国人在美国投资《华尔街日报》网络版的执行主编白佩琪(Rebecca Blumenstein)专访了联想集团董事长柳传志,他预测有更多的中国企业将到美国投资。柳传志在达沃斯世界经济论坛接受采访时说,在上周中国国家主席胡锦涛对美国进行国事访问期间,在一次会谈中,中国企业领导人和美国总统奥巴马讨论了增大中国在美投资的前景。他说,尤其值得一提的是,奥巴马和中投公司董事长楼继伟探讨了中国在美国基础设施项目上进行投资。中投公司是中国主权财富基金,拥有3,000亿美元资产。

柳传志说他本人也参加了奥巴马与中国企业领导人的会议。他是中国最受尊敬的企业领导人之一。他说,如果对双方都是补充,都有好处,为什么不这样做呢?他说,中投公司董事长楼继伟对奥巴马说,他有兴趣探索这个机会。

有关在美投资的会谈正值资金潮正在朝相反方向流动之际──从美国等发达国家流入中国等新兴经济体,原因是各企业纷纷追逐更高的增长率。不过,柳传志说,中资企业继续看到在美国投资的机会,因为这可以满足中资企业海外扩张的需要,同时促进美国留住就业岗位的目标。

柳传志说,当这些中资企业走出去的时候,它们是出于业务需要。他说,我把这叫做中国企业的进化。柳传志是全球销量第四大的电脑公司联想集团的创始人之一,同时也是联想集团母公司联想控股有限公司的董事长。

联想集团于2005年收购了国际商业机器公司(International Business Machines Corp.)旗下的个人电脑业务,为中资企业投资美国树立了里程碑。柳传志说,联想集团在美员工约有2,000人。他说,联想控股正在考虑一家美国医疗仪器公司和在酒店餐饮业进行收购,以满足如潮的中国游客的住宿需求。

联想控股是由中国政府部分持有的投资企业集团。除去在联想集团拥有控股权(40%以上的股权)之外,该公司还拥有房地产、私募股权和其他持股。

谈到个人计算机业务,柳传志说,他看好联想在新兴市场和美国的市场份额增长前景。

例如在俄罗斯和印度,利用在国内向低收入消费者销售电脑的经验,联想已经在这两个国家实现了增长。据研究公司国际数据公司(IDC)统计,联想2010年第三季度在俄罗斯交运的个人电脑占据8.3%的市场份额,较2008年同期的1.4%大幅上升。联想目前是俄罗斯第五大个人电脑供应商,之前排在第14位。联想在印度的市场份额已经从2008年底的不足7%涨到9%。

据IDC统计,在美国,联想是增速最快的供应商,2010年第三季度的市场份额为5.6%。

柳传志说,我们日渐在全球各地盈利;我们现在更像是一个全球化公司。他还说,他现在将提升市场份额置于利润之上。

柳传志说,他对未来最大的一个担忧是,部分美国议员试图推动国会将“Think”品牌定为中国品牌,这将令该品牌无法获得美国政府的采购合约。他说,他们喜欢将这种问题政治化,但联想确实是全球性公司。他还说,联想在中国和美国都设有总部,并且公司的董事会也是全球化的。

胡锦涛也发表了相似的看法。

他说,我也有个信息要传达给中国企业家,那就是,中国政府会一如既往地支持你们在美国投资和做生意;我坚信,奥巴马总统和美国政府会为中国企业在这里投资提供一个公平的竞争环境。

The prospects for additional Chinese investment were discussed at a meeting last week between Chinese business leaders and U.S. President Barack Obama during Chinese President Hu Jintao's visit to the U.S., said Liu Chuanzhi, in an interview at the World Economic Forum at Davos. In particular, he says that Mr. Obama and the head of China's Investment Corp., the country's $300 billion sovereign wealth fund, talked about the Chinese investing in infrastructure projects in the U.S.

'If it's complementary and good for both sides, why not?' said Mr. Liu, one of China's most respected business leaders, who said he was at the meeting. He said Lou Jiwei, the chairman of CIC, told Mr. Obama that he 'was interested in exploring the opportunity.'

The talk of U.S. investments comes as waves of capital are going in the opposite direction -- from developed countries like the U.S. into emerging economies like China -- as companies chase higher growth rates. But Mr. Liu said Chinese companies continue to see opportunities to invest in the U.S., because it addresses Chinese companies' need to expand abroad while furthering the U.S. goal of retaining jobs.

'These Chinese companies, when they go abroad, do so out of business necessity,' said Mr. Liu, who co-founded Lenovo, the world's fourth-largest computer company by sales, and is also chairman of its parent, Legend Holdings Ltd. 'I call this the evolution of Chinese business.'

Lenovo set a milestone for Chinese investment in the U.S. with its 2005 purchase of International Business Machines Corp.'s PC business in 2005. Mr. Liu said Lenovo employs some 2,000 people in the country. He said Legend is looking at a U.S. medical-equipment company and purchases in the hospitality sector, to accommodate waves of Chinese tourists.

Legend Holdings is an investment conglomerate partly owned by the Chinese government. It has property, private-equity and other holdings in addition to its controlling stake in Lenovo, of which it owns more than 40%.

A CIC spokeswoman declined to comment on Mr. Lou's remarks last week with Mr. Obama. But CIC has made infrastructure investments before. In March, it finalized a deal to pay $1.58 billion for a 15% stake in AES Corp., a major U.S. power generation and distribution company.

Last fall, a CIC official said the fund would be interested in financing U.S. infrastructure projects, though as a passive investor, not as an owner of any sort. 'We are advocating that the U.S. government start a program to invest a massive amount of equity, in the form of public and private-equity partnership, in U.S. infrastructure,' Zhou Yuan, head of asset allocation at CIC, said at a conference in New York in October. He said infrastructure projects, such as high-voltage transmission lines, will help create more jobs in the U.S. than the Federal Reserve's quantitative-easing policy.

In the PC business, Mr. Liu said he was optimistic about Lenovo's prospects of increasing market share in both emerging markets and the U.S.

Lenovo has notched gains in Russia and India, for example, as it leverages its experience from selling computers to low-income consumers in China. Lenovo increased its share of Russia's market to 8.3% of PCs shipped in the third quarter from just 1.4% in the same period in 2008, according to research firm IDC. Lenovo is now the fifth-biggest PC vendor in Russia, up from No. 14. In India, Lenovo has grown to 9% of the market from less than 7% at the end of 2008.

In the U.S., Lenovo is the fastest-growing vendor, with a market share of 5.6% in the third quarter, according to IDC.

'Increasingly, we are making profits from around the globe. We are more of a global company now,' said Mr. Liu, adding that he is currently emphasizing increasing market share over profits.

One of his biggest concerns moving forward, he said, was a push on Capitol Hill by some lawmakers to designate the 'Think' brand as a Chinese brand, which could bar it from procurement contracts by governments. 'They would like to politicize the issue, but Lenovo is truly a global company,' said Mr. Liu. He added that Lenovo has headquarters in both China and the U.S., and that the company's board is global as well.

He also predicted further wage increases in China and said he wasn't particularly worried about inflation because China needs to spread the benefits of its development out more broadly to its people, increasingly their purchasing power. He noted that Lenovo is locating a plant in Chengdu, in western Sichuan province, instead of the coastal areas, where workers are easier to find for companies.

President Obama and President Hu both spoke warmly of Chinese investment in the U.S. at the top of the meeting they held with American and Chinese business executives during Mr. Hu's visit to Washington.

'We've got some Chinese business leaders here, who I know are already doing business in the United States, making investments in the United States, engaging in joint ventures in the United States, and helping grow the economy here in the United States,' Mr. Obama said. 'I know they're interested in finding ways that they can expand their activities in the United States.'

Mr. Hu voiced a similar sentiment.

'I also have a message to Chinese entrepreneurs. That is, the Chinese government will, as it has always done, support you in making investments and doing business here in the United States,' he said. 'I do believe that President Obama and the U.S. administration will provide a level playing field for Chinese companies to make investments here in the United States.'

After those opening remarks, the meeting was closed to reporters.
