    Leaders of the Shanghai Cooperation Organization member states signed a security declaration at their 11th annual meeting in Astana, the capital of Kazakhstan, on June 15 to mark the 10th anniversary of the organization's founding.

    In the past decade, the organization has made great efforts to maintain regional peace and stability, to promote regional economic and social development and to establish a new world order in the post-Cold War era by adhering to the "Shanghai Spirit." The spirit endorses mutual trust, mutual benefit, equality, consultation, respect for diversified civilizations and pursuit of common development.

    Shanghai Cooperation Organization members share a common aspiration to enhance security cooperation. Terrorist activities, including bombings and hostage takings, used to be rampant in western China, southern Russia, and even the entire Central Asia.

    Extremist forces took advantage of the unsteady situation in certain newly independent countries to quickly expand their influence, and separatist forces also took the opportunity to cause unrest by colluding with terrorist organizations, extremist forces, and transnational crime organizations. The "three evil forces" of terrorism, extremism, and separatism pose not only an immediate threat to the people's lives and properties, but also seriously hinder regional economic and social progress.

    Therefore, the Shanghai Cooperation Organization signed the "Shanghai Convention on Combating Terrorism, Separatism, and Extremism" shortly after its founding, and quickly developed a set of effective cooperation mechanisms, including the annual summit and cooperation among intelligence and law enforcement agencies, which ensured sufficient policy, funds, technology and personnel support for security cooperation among member states.

    As a regional security organization, the organization is committed to combating the "three evil forces." It has held a series of joint counter-terrorism drills, including ones dubbed "Peace Missions" and "Cooperation," which have effectively strengthened the military cooperation among its member states. Thanks to the Shanghai Cooperation Organization's crackdown and deterrence, the "three evil forces" have narrowed their sphere of action, reduced their frequency of attacks and caused less damage in recent years.

    "Cooperation and development" is the common aspiration of Shanghai Cooperation Organization member states. The regional economic backwardness and the poor living conditions are the grounds that breed the "three evil forces." Based on this understanding, the organization has actively promoted economic cooperation and the leaders of member states also regularly launched meetings to discuss major decisions on the economic and trade cooperation within the organization.

    The meeting mechanism of leaders in various economic sectors put forward and implemented various cooperation programs. In addition, the organization also formulated the "Multilateral Economic Cooperation Outline" and implemented its implementation plan. The facilitation in trade and investment also promoted trade and mutual investment between member states.

    The trade volume between China and the Shanghai Cooperation Organization member states increased from 12.1 billion U.S. dollars to 84 billion U.S. dollars over the past 10 years. Currently, China has become the largest trading partner of Russia and Kazakhstan and the second largest trading partner of Uzbekistan, Kyrgyzstan and Tajikistan. China also promised to provide other member states more than 12 billion U.S. dollars of preferential loans to promote large-scale projects that are conducive to the common regional development.

    The Shanghai Cooperation Organization has made great contributions to the peace and stability of both the region and the entire world. The organization holds to the principle of sovereign equality of all of its members and that all members, big or small, should decide all affairs of the organization based on consensus. This has set a good example for not only multilateral mechanisms but also today's international cooperation mechanisms.

    The Shanghai Cooperation Organization has been enormously attractive to its peripheral countries and regional organizations. Many countries have expressed their desire to join the organization over recent years. It has also established an expansion mechanism to include observers and dialogue partners and has cooperated with regional organizations, such as ASEAN and the Collective Security Treaty Organization, which was formed by the Commonwealth of Independent States.

    The Shanghai Cooperation Organization will still be in a stage of growth over the next 10 years. It will face tougher tasks in preserving world peace and promoting joint development amid the endless appearance of hot regional and international issues as well as new challenges. However, the organization has become an indispensable major force in preserving peace and development and consolidating long-term friendship. The "Shanghai Spirit" of the Shanghai Cooperation Organization will display a greater vitality in a new historical era.
