U.S. plans to deploy Ospreys in Japan, eyeing Asia

The United States is set to tell Japan in early June about its plan to deploy the MV-22 Osprey vertical takeoff and landing transport aircraft at the Marine Corps' Futenma Air Station in Okinawa Prefecture next year, sources close to bilateral relations said Sunday.


Final arrangements are being made for U.S. Defense Secretary Robert Gates to inform Japanese Defense Minister Toshimi Kitazawa about the plan during their talks scheduled in Singapore, the sources said.

V -22 Osprey


The Marine Corps variant of the V-22 Osprey is planned to replace the CH-46 Sea Knight helicopters currently at Futenma, but local people have opposed their deployment at the base, located in a densely populated area in Ginowan, as the aircraft suffered a series of accidents during its development.


Kitazawa is expected to defer giving an immediate response, but the U.S. side is believed to be intent on deploying the Ospreys, likely leaving Japan with no choice but to accept the plan in the end, according to the sources.

The United States is considering conducting test flights of the Ospreys, inviting members of Japan's Self-Defense Forces to board them so that they could confirm the aircraft's safety, the sources said.


A draft version of a 1996 report by a Japan-U.S. defense panel that discussed the Futenma relocation issue included a plan to deploy Ospreys at the replacement facility, also in Okinawa Prefecture, but references to the aircraft were deleted in the final version due to Japan's opposition in light of possible local protests.

The Marine Corps said last year that it plans to deploy the Osprey, a next-generation mainstay aircraft for transporting personnel, to replace the 24 Sea Knights at Futenma in two batches in October 2012 and October 2013.


But top Japanese government officials have refrained from giving details about the plan, repeatedly saying Tokyo has not been officially notified of the plan by the U.S. government.


The Japanese and U.S. governments have agreed to move the heliport functions of the Futenma base to the less densely populated coastal area of Henoko in Nago, also in Okinawa Prefecture.
