China moves up poverty line, but still too low?

The mainland's crowning achievement in alleviating poverty is about to take a step backwards - the marker is being adjusted upwards and is expected to triple the number of people officially in poverty to 100 million.


The number of poor now stands at 26.88 million.


The poverty line is expected to be raised by almost a third to 1,500 yuan (HK$1,782) a year, from 1,169 yuan, when the government issues its poverty alleviation plan for rural areas for the next 10 years later this year.


The adjustment would see the number of mainlanders officially in poverty rebound to 100 million, said Professor Zheng Fengtian , from Renmin University's school of agriculture and rural development.

"There have been calls for a higher poverty line for years," he said. "Just think how many times our salaries have increased over the past years? And how many times property prices have risen?"


There have been calls to raise the poverty line much higher.


"From 1985 to 2009, China's poverty line rose by about 5 times, while its GDP increased by 42 times ... I suggest we should at least double the current poverty line to 2,400 yuan," Chinese People's Political Consultative Conference delegate Shen Wen proposed last month. The World Bank's poverty line is US$1.25 per day - about 3,000 yuan a year.


Zheng said the slow rise in the poverty line was down to balancing the interests of three parties.


"For the central government, it will mean a loss of face if the line is raised drastically and thus lead to a big increase in the impoverished population," he said.


"For grassroots governments, many would rather keep the poverty hat on their head because this means greater financial support from the central government.


"As for ordinary poor people, they certainly want the standard to be raised so there can be more benefits."

Cao Yushu , former deputy head of the State Council's western development office, said developing the west, where 80 per cent of the mainland's poor live, was crucial to ending poverty.


"While the overall economy has improved, and with it people's living standards, they have maintained their old way of life," he said. "The result it that they have naturally found themselves the poor of society."
