US Northrop Grumman's Virginia shipyard has cut first steel for the CVN 79, the second ship in the U.S. Navy's Gerald R. Ford class of aircraft carrier.

"While the carriers are recognized as a national asset, so too is this shipyard and the shipbuilders that are in this yard," Navy Rear Adm. Michael McMahon, program executive office for Aircraft Carriers, said at a ceremony in Newport News, Va.

Northrop Grumman Shipbuilding's Newport News facility is working on the carrier under a construction preparation contract that allows for engineering, planning, long-lead time material procurement and initial manufacturing to begin before the full construction contract is awarded.

Construction is under way on the first ship of the class, Gerald R. Ford (CVN 78), with about 25 percent of the structural units already in dry dock.

US politicians, Admirals and Northrop Grumman executives were on hand Friday as one of the first pieces of steel for the second ship in the Gerald R. Ford class of aircraft carriers (CVN 79) was cut in Newport News.

RADM McMahon said CVN 79 will soon have a name and a crew and will be a great ship. He also recognized the shipbuilders from Newport News and said, "While the carriers are recognized as a national asset so too is this shipyard and the shipbuilders that are in this yard."

That feeling was shared by one shipbuilder who spoke with WAVY News 10.  "We actually have to sign the parts that we make, said Aaron Sampson, a Metal Fabricator. "There's a lot of pride that actually goes into filling those parts."

Full construction of CVN 79 is anticipated to begin in late 2012, with delivery to the U.S. Navy scheduled for 2020.

The first of the Gerald R. Ford class of nuclear powered aircraft carriers, the Gerald R. Ford (CVN 78), is currently under construction at the shipyard. According to Northrop Grumman, enhancements incorporated into its design include flight deck changes, improved weapons handling systems and a redesigned island, all resulting in increased aircraft sortie generation rates. It will also include new nuclear power plants, increased electrical power generation capacity, allowance for future technologies and reduced workload for the sailors, translating to a smaller crew size and reduced operating costs for the Navy.

"Having two carriers under construction within a five-year period is the kind of stability that we all benefit from – the Navy, the shipbuilders, our suppliers and our country," said Matt Mulherin, vice president and general manager for Northrop Grumman Shipbuilding. "It allows for the most efficient flow of the workforce from one ship to the next, and facilitates a learning curve. This stability is key to cost efficiency and to the health of our industrial base."

The Navy says a Gerald R. Ford class carrier will save the service more than $5 billion in total ownership costs during its planned 50-year service life when compared to a Nimitz-class carrier.

Why Us is rushing for this Ford-class aircraft carrier, also the 12th one in US navy, even the domestic economy is not doing well?

To begin with,  this new aircraft will equip advanced digital Command System. That is to say, all the aircrafts can be launch at once even without manned cooperation, which enhances US combat ability. Also, the newly launched stealth plane, X-47B, which marks a radical departure for unmanned aircraft, may have a chance to send to the battle, so as to  carry out pre-programmed missions autonomously - with a computer handling everything from take off, landing and even mid-air refuelling.

Secondly, as the economic recession, US had cut down its defence budget. Therefore, US has to put their valuable funds into somewhere more useful. This carrier, for instance, the 12 th carrier in US navy history, upgrates Nimitz-class supercarriers, which can boost troops' confidence and ambitions.

What is more, US Defense Secretary Gates recently gave a speech about the future type of wars, "no land wars in Asia, Africa, and Mid-East". Certainly do US army want to limit recruitment since the budget not as fat as before, but the most important thing is, how to make the army still robust ? A long- distanced war type is definitely a smart idea. In recent days, Gates ordered a pair of U.S. Navy warships to the Mediterranean today, escalating American pressure on Libyan strongman Muammar el-Qaddafi as he resists mounting calls to step aside. It is reported that US want to launch long-range guided missile if necessary and possible. Obviously, this is just a prelude of practice. If this idea really works, them the need of more aircraft carriers must be expanding.

But more than that, an aircraft carrier can sow US military muscle to the world, especially in east Asia, Africa, and Mid-East. When the tension between between N. And S. Koreas broke out, US immediately deployed its carriers near S. Korea and Japan. For US, aircraft carrier is not mere a weapon, but more a symbol of its power that allows it to elongate tentacles anywhere it wants to. So from this point, US would build up this Ford-class aircraft carrier at any cost than dropping down its dream to rule the world.
