谁让中国准备买房的人们如此痛苦?政府实施一年管制之后房价依然与天齐高,所以是该找人承担责任了。
如果有人在考虑要不要兴师问罪,知名商业杂志《财经》已经对房地产市场的坏人和好人做了梳理,一目了然。
坏人名单上排在第一位的是腐败官员。《财经》指出,购买楼房是洗掉贿款的最佳办法之一,当山西的低级别官员在北京这样的大城市购房多达30套的时候,那就明显说明是在洗黑钱。国有企业和政府部门继续使用公款为其员工修建保障房,也难以摆脱干系。
中国房地产市场的其他角色还包括:
──投机性购房者。他们购买并囤积房屋,不打算居住也不打算出租,只想在房价上涨时利用资本增值获利。
──异地购房者。他们利用中国多数城市不收物业税的优势购买住房,以便能够享受到当地居民支付的电、水、交通、教育和医疗补贴。
──富裕的本地居民。他们购买多套住房,或者是用于自住,或者是拿去给亲友居住。
──购房用于出租的投资者。
──真正有需要的买房人。有的是第一次买房,有的是第二次或第三次买房,目的是换个大房子或搬到另一个社区。
政府要做的事情是把腐败官员、投机性购房者和富裕异地购房者赶出市场,同时不要伤害真正有需要的买房人。难点在于,投机性购房占据整个市场一个不小的比例。
具体多大比例很难讲。国家统计局承诺要利用2010年人口普查数据统计出空置房数量。不过,虽然普查结果现在已经公布,但看不到任何空置房数据。
在缺乏官方统计资料的情况下,《财经》杂志引用其他人的判断估计,2007年到2010年出售的新房当中,高达50%到70%的比例都是由投机客购买的,目前处于空置状态。
将一半的这类需求挤出市场,就会对房价造成严重影响。这对于首次购房者来说肯定是好消息。但手头持有未售豪华项目的开发商、高位买房的炒房客和为他们提供贷款的银行将会承受沉重打击。在坏人占据房地产市场相当大比例的情况下,政府在赶走他们的时候将不得不有所节制。

For anyone considering forming an angry mob, leading business magazine Caijing has provided a handy taxonomy (in Chinese) of housing market sinners and saints.
Top of the sinners list: corrupt officials. Buying apartments is one of the best ways of laundering funds raise from bribery, Caijing notes, adding that when lowly officials from Shanxi buy as many as 30 apartments in major cities like Beijing that is a sure sign of black money at work. State owned enterprises and government departments are also on the hook for continuing to use public funds to build subsidized apartments for their employees.
Among the other players in China's real estate market:
-Speculators who buy and hoard apartments with no intention of living in them or renting them out, just to benefit from the capital gain when prices rise
-Out-of-towners who take advantage of zero property tax in most Chinese cities to buy apartments so they can enjoy all the benefits of subsidized electricity, water, transport, education and health care paid for by local residents
-Rich local residents who buy up multiple apartments, either for their own use, or for the use of their family and friends
-Investors who buy apartments to rent out
-Genuine homebuyers â ' either first time buyers entering the housing market or second- or third-time buyers looking to move to a bigger home or a different neighborhood
The trick for the government is to squeeze the corrupt officials, speculators and rich out-of-towners out of the market, without hurting the genuine homebuyers. The difficulty is that these speculative sinners make up a significant share of the market.
Exactly how much is difficult to say. The National Bureau of Statistics promised to use its 2010 population census to tally up the number of empty apartments, but though the results of the census have now been published no number on empty apartments has been forthcoming.
In the absence of official statistics, Caijing cites and estimate that an astonishing 50-70% of new apartments sold between 2007-2010 have been purchased by speculators and are now standing empty.
Squeezing out half the demand from the market would have a dire impact on prices. That would certainly be good news for first time buyers. But property developers with unsold luxury projects on their hands, speculators who bought when prices were high and the banks that lent to them would take a massive hit. With the property market villains accounting for a substantial chunk of the market, the government crime squad will have to take a measured approach to chasing them out.
