人民网华盛顿3月19日戈特内说，此次美军空中打击利比亚行动有两个目地：防止利比亚军队继续向反政府武装和平民发起进攻；打击利比亚军队阻止建立禁飞区的能力。
历史上，美军也曾向利比亚发动军事打击行动。1986年，在柏林的一个迪斯科舞厅发生爆炸，计有三人死亡，其中两名为美军。美国将此事归咎于利比亚。时任总统里根当年下令对利比亚实行空中打击。这一空中打击造成利比亚100多人死亡，其中包括卡扎菲一个领养的女儿。
