财政部释民生投入不明显 称人均财政收入水平低

　　财政部释疑“民生投入不明显”

　　称我国人均财政收入水平低，世界排100名之后

　　本报讯 (记者蒋彦鑫)我国财政收入很高，但为何市民感觉并不明显？财政部办公厅日前表示，主要是人均财政收入水平低，排名在世界百名之后，仅为美国、德国、英国等的8%左右。

　　部分民生支出“特惠式”

　　根据财政部的介绍，2010年，全国财政用于教育、医疗卫生、社会保障和就业、保障性住房、文化体育、农林水利、环境保护、交通运输、城乡社区事务、科学技术、商业服务业等保障改善民生的支出合计达到59601.82亿元，占全国公共财政支出的66.3%。

　　虽然财政收支的绝对规模已经较大，财政用于保障改善民生的支出也大幅度增加，但为何民众感受并不明显？且存在较大差异？财政部办公厅表示,我国财政收支总量较大，但人均财政收入和支出水平却很低。

　　据了解，目前，我国人均财政收入水平不仅远低于主要发达国家，而且世界排名也处于百位之后。2010年美国、日本、德国等人均财政收入水平均在14000美元以上，而我国人均财政收入按当年平均汇率折算为1166美元，仅为上述国家人均财政收入的8%左右。

　　同时,有些民生支出是“普惠式”，有些民生支出是“特惠式”。比如，全面实行城乡免费义务教育等，这些“普惠式”民生支出，城乡居民都能从中得到实惠，但有些支出项目不能实行普惠式的“全覆盖”，部分人群则感受不到。

　　此外,有些民生支出直接增加个人收入，有些民生支出侧重于减轻个人支出负担，后者的感受可能不如增加收入那么直接。

　　今年支出三分之二给民生

　　财政部表示，2011年，中央财政预算安排用于保障改善民生的支出约占中央财政支出的三分之二，其中，用于教育、医疗卫生、社会保障和就业、住房保障、文化方面的支出安排合计10509.92亿元，比2010年增长18.1%。
