President Hu Jintao on Monday urged comprehensive efforts to push ahead the building of a modern armed police force and open up new prospects in the development of its capabilities.

Hailing the congress's convocation, Hu praised the the armed police for the great job it has done over the years in handling emergency incidents, fighting terrorism to safeguard social stability, and in disaster rescue and relief operations.

The armed police have been strictly following the orders from the CPC Central Committee, the State Council and the Central Military Commission and have withstood critical tests in completing various missions, Hu said.

Hu stressed that greater attention should be placed upon the political building of the force so as to ensure that it is always in the right political direction.

More input should be put into training the armed police to boost its efficiency and capabilities in fulfilling responsibilities and missions, he said.

Stressing that the armed police must be run strictly and in accordance with the law, Hu urged efforts to improve the armed police's party building work and make it contribute more to China's building of a moderately prosperous society in an all-round way.

Premier Wen Jiabao, Vice President Xi Jinping, and Zhou Yongkang, secretary of the CPC Central Committee's Commission for Political and Legal Affairs, joined Hu in the meeting with the delegates.
