Former Chinese Premier Zhu Rongji’s recentcriticism of the country’s property policy underscores the debate over theextent to which rising real estate prices are benefiting the country as awhole.

 

中国前总理朱镕基近来对该国房地产政策的批评引发了一场关于不断攀升的房地产价格总体上对中国是利是弊的热议。

Zhu, who served as premier from 1998 to2003, said in a speech at Beijing’s Tsinghua University that a decision to allowlocal governments to pocket money from land sales contributed to risingproperty prices and has been like “plundering” from the people. The remarks arespurring discussion in Chinabecause they reflect people’s dissatisfaction, said Joseph Cheng, apolitical-science professor at the City University of Hong Kong.

 

朱(曾经在1998年至2003年间担任中国总理)在北京的清华大学的演讲中表示,让地方政府从土地拍卖中收钱的政策让房地产价格不断上涨,这就像搜刮民膏。香港城市大学政治学教授郑元畅表示,这番评论在中国引发讨论,因为它反映了人民的不满。

The comments by Zhu reflect a 1994 policythat boosted local government revenue as property prices soared. Discontentover China’swidening income gap and corruption has deepened, contributing to riots anddemonstrations in some regions.

 

朱镕基的评论对1994年实行的一项政策做了反思。由于房地产价格飞涨,这项政策提高了地方政府的收入,而人们对中国日益加大的收入差距和腐败的不满也加深了,由此在一些地区引发了骚乱和示威。

“We formulateda wrong policy by letting local governments pocket all of the land sale revenuewithout taking some for the national budget,” Zhu said in April at a 100thanniversary celebration for Tsinghua University, according to a report by thewebsite of Phoenix TV. “The money is like plundering from people and has liftedup land prices so much.”

 

凤凰电视台网站报道说,朱镕基4月份在清华大学百年校庆上表示,“我们制定了一个错误的政策,就是房地产的钱,都收给地方政府,而且不纳入预算。这个钱就是搜刮民膏,所以把地价抬得那么高。”

While President Hu Jintao and Premier WenJiabao have been seeking to cool down the real estate market by imposingtougher requirements on mortgage applications and building more affordablehousing, the trend has yet to reverse. New home prices rose in 67 or 70 citiesin May, according to the National Bureau of Statistics.

 

虽然胡主席和温总理一直试图通过实施更为严格的抵押贷款申请要求和建设更多的保障性住房让房地产市场降温,但是房地产过热的势头并没有逆转。国家统计局表示,5月份在67或70个城市中,新房价格上升。

“We can’t sayZhu is criticizing the government but his comments reflect people’sdissatisfaction over the current situation,” said City University of HongKong’s Cheng. Almost three-fourths of people think property prices are too high,according to a People’s Bank of China survey released this month.

 

香港城市大学的郑表示,“我们不能说朱镕基在批评政府,但是他的评论反映了人民对于现状的不满”。本月中国银行的发布的调查报告显示,几乎有四分之三的人认为房价过高。

In some cases, land sales account for over60 percent of local government revenue, Cheng said. He praised efforts to buildaffordable housing to reduce conflicts over the widening wealth gap, whileadding it remains to be seen whether local governments will provide financialsupport for the effort.
