Senior UN official voices concern with violence, continued displacement in DRC

A senior UN official on Wednesday voiced concern over the violence in the Democratic Republic of Congo (DRC) and the continued displacement that Congolese civilians face in a region where armed groups continue to pose significant threats.

"I am particularly concerned that thousands of people live in fear of attack by armed groups who kill, maim, rape, kidnap, loot and burn down houses," said Catherine Bragg, the UN assistant secretary-general for humanitarian affairs and deputy emergency relief coordinator, at a press conference in New York after her return from a visit to the DRC.

"Those who flee are in the most remote areas, often living in isolated communities," Bragg said, adding that the "remoteness makes it even more vulnerable as bringing aid is a logistical challenge."

During her visit, Bragg visited Bukavu in South Kivu province and Dungu in Orientale province, where she met with thousands of victims of the barbaric acts of the Ugandan rebel group, Lord's Resistance Army (LRA).

"In the Kivus, 1.2 million people remain displaced due to attacks and insecurity," Bragg said. "These displacements are occurring in the more remote areas where access is difficult because of insecurity but also because there are few roads."

In eastern DRC, "the situation is evolving," Bragg said, citing that the return of 600,000 people to their homes in South Kivu "is a testimony to the massive humanitarian enterprise that has managed to address, and continues to address, humanitarian needs."

She called on an expansion of stabilization efforts and development initiatives, in particular with remote areas. "Roads, schools, or water schemes are some of the priorities my interlocutors highlighted," Bragg said.

The UN Mission for Stabilization of Congo and the humanitarian community should also "replicate the good practice that has emerged in the past few years that have helped stabilize the situation in parts of the Kivus and Ituri district to the remote areas in Province Orientale and outlying areas of the Kivus."

Last month in a briefing to the Security Council, UN Secretary- General Ban Ki-moon warned that the humanitarian situation remains serious.

"Foreign and Congolese armed groups continue to pose significant threats," Ban said, citing that at that time, 1.7 million people were displaced.

With the presidential and National Assembly elections, which are scheduled for Nov. 28, followed by provincial and local elections, he said they were "critical to ensure the country's continued progress."
