State Council urges greater efforts to prevent geological hazards in key areas
The State Council, or China's cabinet, on Wednesday called for greater efforts in the prevention and control of geological hazards around the country's key areas and facilities, including quake zones and the Three Gorges Reservoir area.
Priority should be given to the evacuation and relocation of residents living near areas that pose significant geological dangers, according to a statement issued after a State Council meeting presided over by Premier Wen Jiabao.
It was also agreed upon at the meeting that China should further improve its response and control systems regarding land subsidence and earth fissures.
China aims to create a system that will assess, prevent and respond to geological hazards by the end of 2020, the statement said.
To that end, a national survey and assessment of mountain torrents and geological hazards will be conducted in counties across the country, according to the statement.
Regular patrols and inspections should take place in geologically hazardous areas, and personnel should be organized to conduct these inspections, the statement said.
The statement said that geological hazard assessments must be made in potentially dangerous areas before any construction takes place in those areas.
The statement also said that efforts should be made to improve early-warning systems and organize emergency response drills in geologically hazardous regions.
