On Tuesday about a dozen executives each from China’s and Australia’s major corporations met to discuss cooperation between the two economies. China sent its captains of industry. Australia sent…a sales team?

本周二,一大批分别来自中国和澳大利亚的大公司高管齐聚一堂商讨两国经济之间的合作事宜。中国派出了它的产业领军人物,澳大利亚则派出了...一个销售团队?

That might not be completely fair, but the difference in the line-ups for each country (see chart above) was striking.

可能这么说并不是完全公平,但两国之间阵容的差异是显而易见的。

The high-level meeting coincided with a visit of Australian Prime Minister Julia Gillard to Beijing. The CEO roundtable presented their findings to Ms. Gillard and Chinese Vice Premier Li Keqiang.

这场高层会议正逢澳大利亚总理茱莉亚·杰拉德对北京进行访问。首席执行官们将圆桌会议的结果呈递给了杰拉德女士和中国副总理李克强。

The firepower on the Chinese side – and the investment resources at their disposal – was impressive. While not household names in the West, the executives represent some of the country’s biggest and most internationally active mining, energy, metals and construction companies, airlines and financial institutions, including China Development Bank, which has bankrolled much of China Inc.’s overseas expansion.

Meanwhile the Australian delegation was loaded with lawyers (Mallesons Stephen Jacques and Corrs Chambers Westgarth), consultants (PricewaterhouseCoopers and The Boston Consulting Group) and bankers (Australia & New Zealand Banking Group Ltd. and BNP Paribas SA). 

与此同时,澳大利亚代表团则由律师(万盛国际律师事务所(Mallesons Stephen Jacques)和Corrs Chambers Westgarth)、咨询师(普华永道会计师事务所(PricewaterhouseCoopers)和波士顿咨询公司(Boston Consulting Group))以及银行家(澳新银行(Australia & New Zealand Banking Group Ltd.)和法国巴黎银行(BNP Paribas SA))组成。

In other words, Australia filled half their quota with the financial services companies that have ridden the wave of Chinese investment into Australia.

换句话说,澳大利亚代表团一半的名额被正赶着中国对澳投资浪潮的金融服务公司所占据。

It’s not as though they were out of place. Their counterparties on the other side of the table are known for their acquisitive tendencies.

But it does raise questions about how Australia sees itself, and its relationship with China.

While energy and mining deals capture headlines – and have accounted for the lion’s share of Chinese investment Down Under – Australia has other important exports that employ large portions of the population. China is Australia’s largest source of tourism revenue. Australia’s education sector has boomed as tens of thousand of Chinese study in Australia every year. And while the Australian economy may no longer “ride on the sheep’s back” (a reference to its historical dependence on the wool industry – that honor now goes to iron ore), farming is still a vital part of the country’s export machine. 

虽然两国之间的能源和矿产贸易占据媒体头条和中国对澳投资的大份额时,但澳大利亚有着雇佣全国大部分人口的其它重要出口贸易。中国是澳大利亚最大的旅游收益来源。澳大利亚的教育领域随着每年数以万计的中国学生留学澳大利亚而蓬勃发展。虽然澳大利亚的经济可能已不再是“骑在羊背上的国家”(指代历史上依赖羊毛产业的经济——现在正向依靠铁矿业转变),但是农业依旧占据澳大利亚出口的重要地位。

And yet by stacking the deck with deal makers, and not a more representative array of Australian business interests, the message seemed to be that everything else is a sideshow. The relationship is all about Chinese investment into Australia.

通过把交易制造者放在优先地位,而不是一些更能代表澳大利亚商业利益的队伍,似乎说明其它一切都是次要的。两国之间的关系实质上就是中国对澳的投资。

The other side of Team-Australia provided some balance: miners BHP Billiton Ltd and Rio Tinto PLC, coal-seam gas company QGC Pty Ltd, building materials firm Hanson Australia, and ResMed Inc., which makes sleep-disorder treatments.

澳大利亚代表团的另一些成员则为这个现状提供了些许平衡:包括必和必拓(BHP Billiton Ltd)和力拓股份有限公司(Rio Tinto PLC)、煤层气公司QGC Pty Ltd、建材公司Hanson Australia以及为睡眠障碍提供治疗方案的公司ResMed Inc.等。

Clearly some thought had gone into who would get an invite. Other than heavy hitters BHP and Rio, Australia doesn’t have a lot of national champions that hold their own in an international arena. The inclusion of QGC and ResMed would seem to highlight industries where Australia hopes to make inroads in China – clean energy and healthcare.

在邀请哪个企业进入代表团这件事情上澳大利亚显然有过慎重的考虑。除重量级企业必和必拓和力拓外,澳大利亚没有多少能够在国际竞争舞台上拥有绝对优势的知名企业。这次让QGC和ResMed加入代表团似乎是为了突出那些澳方希望进军中国的两大产业——即清洁能源和医疗保健。

Will such firms be able to make a meaningful impact on the Australia-China relationship? Who knows. But as long as China’s buying whatever Australia can dig out of the ground, the lawyers, consultants and bankers will have a place at the table.

这类公司能否对中澳关系产生重要影响?谁也不知道。但只要中国一直购买任何澳大利亚能从地下挖掘出来的东西,律师、咨询师和银行家就能在圆桌会议上占有一席之地。
