Brazil's Rousseff wants 'new phase' in China trade ties

Rousseff, who arrived in Beijing on Monday for her first major foreign trip since taking office in January, is looking to boost ties with China, which has in recent years become Brazil's largest trade partner and largest investor.


The two major emerging powers signed nearly two dozen agreements after talks between Rousseff and Chinese President Hu Jintao, including a deal for the sale of 35 Embraer E190 commercial jets to two Chinese airlines.


"Brazil wants to inaugurate a new phase in these relations -- a qualitative leap," Rousseff told a high-level dialogue on science and technology to kick off a jam-packed day of meetings with Chinese officials and top businessmen.


"We need to go beyond the complementarity of our economies (...) to encourage a dynamic, diversified and balanced relationship," said Rousseff, who traveled to China with about 300 business leaders.


She said the "challenge for the coming years" would be to transform Brazil's trade relationship with China to feature "higher value-added products" such as aircraft, not just agricultural products like soybeans, iron ore and oil.

China said it would "encourage companies to increase imports of high value-added products from Brazil", according to a final joint communique.


"The international situation is complex. Against this backdrop, strengthening the China-Brazil strategic partnership has important significance," Hu told Rousseff in their meeting.


China has in recent years become Brazil's largest trading partner, overtaking the United States, and in 2010 was the largest investor in the South American nation, pumping in about $30 billion.


For China, Brazil is now an important source of raw materials -- oil, iron ore and soybeans account for 80 percent of Chinese imports and 90 percent of its investments in Latin America's largest economy, the world's number eight.


Brazilian President visits China seeking closer strategic partnership  


Trade and economic issues are expected to dominate Rouseff's meetings with Chinese President Hu Jintao, Premier Wen Jiabao and other top officials. China has recently supplanted the United States as Brazil's largest trading partner and is now its biggest source of foreign investment.


China's official Xinhua news agency quoted Rouseff saying in an interview that she wants to expand Brazil's strategic partnership with China. She told Xinhua the countries are strategic partners "in all areas" and that the relationship provides benefits to both countries.


China, Brazil pledge to enhance science cooperation


China and Brazil pledged Tuesday to enhance cooperation on science and technology to advance bilateral relations to a new stage at the China-Brazil high-level dialogue on science, technology and innovation.


During the dialogue held in Beijing, Brazilian President Dilma Rousseff praised China's remarkable achievements in developing its economy, society, science and technology.

Brazilian President Dilma Rousseff on Tuesday urged Chinese rail firms to bid for a planned high-speed link between Brazil's two largest cities, state media said.


Rousseff said she wanted Chinese companies to tender for the prestigious 500-kilometre Sao Paulo to Rio de Janeiro line, which is forecast to cost some 20 billion dollars, reports said.


During the visit, China and Brazil planned to 'deepen their strategic relations' and sign several bilateral agreements, Chinese Foreign Ministry spokesman Hong Lei said on Tuesday.


Rousseff and Hu are also scheduled to join their Russian, Indian and South African counterparts on Thursday at the third leaders summit of the BRICS group in the southern resort of Sanya.


China had been Brazil's biggest trade partner and foreign investor since 2009 with bilateral trade valued at more than 56 billion dollars last year. To this new president,  Ruseff's first major foreign trip since taking office in January is considered as an important step to to boost ties with China. Whether she can handle well the relationship with these emerging countries, especially with china may make or break her presidency.
